MINUTES OF EFC MEETING No. 3/AM14 DATED 20.6.2013 Meeting No. 3/AM14 of EXIM Facilitation Committee (EFC) was held on 20.06.2013 in Room No. 04, Udyog Bhawan, New Delhi under the Chairmanship of Shri D.K. Chairman of the Committee welcomed the members of the Committee. It was brought to the notice of the Chairman that the minutes of the EFC meeting are placed on the website (www.dgft.gov.in) and hard copy of the minutes is not sent to the members. The Chairman directed that henceforth the hard copy of the minutes of the meeting may also be sent to all the concerned Joint Secretary of the respective Department / Ministries. 5. It was also brought to the notice of the Committee that some cases pertaining for import of Tyre Scrap / Rubber Scrap for the purpose of manufacture of Greenol Rubber Oil / Pyrolysis Oil and recovery of Carbon Black are pending for a long time for want of comments from P&NG. MOEF vide their letter No.2316/2020HSMD dated 3.12.2012 has informed that they had requested P&NG to attend the meeting for finalizing the issue. However, they did not attend the meeting. A letter dated 20.5.2013 has been sent from this Directorate to P&NG seeking their views on the comments

of MOEF. However, no reply has been received till date. The Committee, therefore, decided that a separate meeting may be convened in the 2nd week of July 2013 and the representative of MOEF, DIPP and P&NG may be called for the said meeting to dispose of these cases. 6. The Committee after due deliberations decided to grant permission to import 50 Kgs Gold Dore Bars (upto 95% purity) for their refinery, on actual user basis. The Committee also decided to seek the following documents from all the applicants, whom permission for Gold / Silver Bars has been given: (i) Proof of commissioning of the unit; (ii) Entire set i.e. Part A and Part B etc. of DIC certificate issued by the authority; (iii) Details of imports made by them against the given permission. 7 Rosmerta Autotech P Ltd., Delhi 01/53/8/97/AM14/R1/IC 20.5.2013 & rep. 10.6.2013 25,000 Pcs GPS and DGPS Recevier with parts thereof 599.43 The case was considered by EFC on 23.5.2013 and the Committee noted that item is freely importable. Firm vide letter dated 10.6.2013 have represented that import item comes with integral part of GSM which comes under restricted items and customs need permission for import of this item. The Committee,

therefore, decided to approve the case for import of GPS, subject to the 3 conditions imposed by MHA in such cases. 9 Nupur Adventures P Ltd., Ahmedabad 01/53/8/134/AM14/N 9/IC 14.6.2013 One Hiflyer Tethered Ballon System as detailed in the application under EPCG Scheme. 221 Committee noted that Airports Authority of India has given no Objection for installation of Helium Balloon at Ambaji. O/o DM, Banaskantha Palanpur vide letter dated 20.6.13 has also given no objection for issuance of permission to the applicant. The Committee after due deliberations decided to approve the case subject to condition that the firm shall ensure all safety measure to ensure safety rides on this Balloon and also maintain the same periodically for trouble free rides.
