MINUTES OF EFC MEETING NO.3/AM07 HELD ON 04/10/2006 EFC meeting No.3/AM07 was held on 04/10/2006 under the Chairmanship of Shri N.K. Gupta, Addl. DGFT. Shri Subhash R., DDG II.(a) Welcoming the members of Committee the Chairman observed the need for convening regular meetings of EFC. While discussing various issues related to restricted licensing procedures, Chair emphasized the desirability of routing all communication to the license applicants through DGFT with respect to any clarification, information or documents related to the license applications. Further, the Committee decided to send DO reminders to various Technical Authorities regarding license applications which are pending with them for more than three months requesting them to expedite their Technical comments. (b) On issuance of restricted license under Chapter 85 of ITC (HS) Classification ITC (HS) codes 8525 and 8526, the committee observed that while WPC permission is required wherever policy stipulates so, however, the item shall be imported into country only under a restricted item import license issued by DGFT. (c) Committee gave personal hearing to representative of M/s Elcome Marine Services Pvt. Ltd., Mumbai with regard to their license application for radars and other communication equipments where the end user is Indian Navy. Having given a hearing to the applicant and appreciating the difficulties cited by the applicant, the committee decided to clear license application for the items wherever the end user is defense establishment and MHA has recommended/ informed their Noobjection subject to condition that the import would be subject to WPC permission for usage of the equipment. (d) Regarding import of Plastic Scrap/ Waste representative from Dept of C&PC informed that as per guidelines they are mandated to inform comments of Dept of C&PC in the EFC. However, to facilitate the industry and to avoid delay in taking decision on the import licenses application for these items it was decided that Dept.of C&PC may issue written comments as and when they are ready. A DO letter to this effect will be sent to competent authority in D/O C&PC. III.
