Reference is drawn to this office letter of even file no. dated 16.06.2025 on subject matter, whereby broad-banding permission for goods falling under Customs Tariff Sub-headings 7113, 7114, 7116, 7117, and 7118 (excluding articles of based metal clad with precious metal) was allowed enabling SEEPZ-SEZ Gems & Jewellery manufacturing units not to approach this office for separate Broad-banding permission. In continuation to the above, representations received from SEEPZ Gems & Jewellery Manufacturing Association (SGJMA) highlighting the concerns of SEEPZ Gems & Jewellery Manufacturing Units, were placed . before the Unit Approval Committee (UAC) in its meeting held on 19.08.2025 under the chairmanship of Zonal Development Commissioner, SEEPZ-SEZ.

After due deliberation, the Committee approved the following blanket permissions for all Gems & Jewellery manufacturing units operating in SEEPZ-SEZ:Tp 7 ORT.

1. Export of Design-related Services (SAC- 998391):

The Committee observed that SEEPZ Gems & Jewellery manufacturing units are allowed to export related services such as design, CAD, CAM, video presentations, etc., to their overseas customers in terms of Section 2(z) of the SEZ Act, 2005 read with Rule 76 of SEZ Rules, 2006, subject to the following conditions:

i. Proper record/accounting of all the transactions undertaken by the

SEZ units must be

maintained and correctly reflected in the Annual Performance Report. ii. The export proceeds must be realized in Free Foreign Exchange only. iii. The Services Export Reporting Form (SERF), detailing all services exported during

the previous month, must be filed in SEZ online portal by the 10th of the following month. iv. The realization of export proceeds shall be as per the guidelines stipulated by RBI.

2. Import of Jewellery for Repair and Re-export:

All Gems & Jewellery manufacturing units in SEEPZ-SEZ are granted blanket permission to import jewellery from third-party overseas customers for repair purposes and re-export thereof. The HSN classification and description of such jewellery shall strictly fall within the ambit of the HSN classification and description of items approved under the unit’s Letter of Approval subject to the compliance of Instruction no. 51 dated 25.03.2010 issued by MoC&I, New Delhi.

3. Broad-banding of Items such as Wax Pieces and Rubber Moulds :

The Committee granted blanket permission to all Gems & Jewellery manufacturing units operational in SEEPZ-SEZ in respect of the following additional items for manufacturing and export thereof: _———=—=—~=*i 1. [Waxpieces 4049080

4. All Gems & Jewellery units shall ensure strict compliance with the provisions of the SEZ Act, 2005, SEZ Rules, 2006, and all applicable Customs regulations while undertaking the above activities.

5. Any instructions/guidelines issued by MoC&I or DGFT, as applicable to SEZ units, shall be binding for strict compliance.

6. The Letter of Approval of the Gems & Jewellery manufacturing units in SEEPZ-SEZ shall stand amended to the extent of the permissions granted herein.

7. Any difficulty in implementation of this circular may be brought to

the notice of this office.

8. The circular shall be placed before UAC in its next meeting for final ratification.
