Representations have been received from Gems & Jewellery Units in SEEPZ-SEZ regarding problems faced by trade in getting In-bound Bills of Entry amended after Out of Charge (OOC) in case of short landing/mismatch in quantity of goods received.

In this regard, the matter has been examined and it has been decided that Units shall be allowed to voluntarily opt for pre-examination of goods in Inbound Bills of Entry. In case mismatch in quantity is found, the Proper Officer may amend the Bill of Entry before OOC. The process for pre-examination shall be allowed subject to compliance with the following guidelines:

ile The unit intending to undertake pre-examination shall submit an application before OOC to the Specified Officer along with Bill of Entry No. & date.

*- Upon receipt of the application, the Specified Officer shall grant approval for pre-examination on same day.

3; The pre-examination shall be conducted by the Authorised Officer in the presence of a representative of the concerned unit.

  1. In case of any discrepancies observed in terms of weight, caratage, number of pieces, etc., the Specified Officer shall instruct the unit to carry out the necessary amendments in the bill of entry and maintain a record/file accordingly.

Sy The file so created shall mandatorily be finalized and disposed of within three (03) working days from the date of pre-examination.

The above instructions shall be treated as standing order for all officers under the jurisdiction of Zonal Development Commissioner, SEEPZ-SEZ.
