Minutes of Meeting - Installation of Piped Natural Gas (PNG) connection network in

SEEPZ-SEZ, Mumbai

Introduction:

SEEPZ SEZ is a special economic zone (established under SEZ act 2005), spread over 110 acres of land including that of SEEPZ++ in the heart of India’s commercial capital of Mumbai. Currently, it provides manufacturing spaces for Gems and Jewellery, IT/ITeS and other minor medium and small-scale industries. As per the demand of existing units in SEEPZ SEZ and compliance towards its goal of greener economy, installation of PNG connection network is being considered for the execution. Initial meeting was conducted between SEEPZ SEZ authority and representatives of MGL on 29-11-2025 in which following points were discussed:

1. Need of PNG connection network in SEEPZ SEZ 2. Possible ways through which installation can be executed 3. Brief business plan of MGL as per the industry type - commercial, industrial ete.

Following the initial meeting, MGL coordinated with SGJMA, to gather data on the existing demand for PNG in SEEPZ SEZ. SGJMA provided the earlier available data in response to MGL, which included the number of units interested in using PNG and the current gas consumption levels. After analysing the primary data submitted by SGJMA, MGL came across the requirement of exact demand estimate with future projection for the purpose of proposal to be submitted before the SEEPZ SEZ authority and a meeting with MGL representatives was conducted on 19-02-2025 in presence of SGJMA members in chairmanship of the Hon’ble Development Commissioner.

Summary of discussion points:

The meeting started with the Hon'ble Development Commissioner conveying, the agenda to the representatives of MGL, SGJMA and operational units in SEEPZ SEZ. MGL described the process and requirements for the installation of the PNG connection network. In addition to the above, MGL requested for the letter of intent from SEEPZ SEZ authority to further work on the proposal within the estate authority. A checklist followed by the consent letter mentioning the requirements of the users to be shared by MGL post that. While planning and execution, SEEPZ SEZ authority directed MGL to incorporate provisioning of SCADA as well.

Further actionable:

1. SEEPZ SEZ authority requested representatives of MGL for carrying out the proposal of installing PNG network in the estate.

2. Accordingly, on request of SEEPZ authority, MGL assured to share the checklist highlighting

   • 2.1. information required of current consumption, future projections, safety and health related compliance required along with granting authority

   • 2.2. detailed list of permits/ compliances required from statutory authorities by the user for further compliance

3. After receiving above details, SEEPZ SEZ authority will allow MGL for a detailed survey in SEEPZ SEZ to understand network route of PNG.

4. Thereafter, MGL to produce detailed proposal to the SEEPZ SEZ authority before commencement of work

5. SEEPZ SEZ authority to finalise the proposal for DRS installation in consultation with MGL team and finalise the network route inside the SEEPZ location

6. MGL to share sample agreement copy to SEEPZ SEZ authority for their understanding
