Subject: Incentive scheme regarding officers and employees doing more and more of their government work (noting/drafting etc.) in the official language Hindi. In pursuance of the Special Incentive (Annual) Scheme attached with the Office Memorandum No. 11015/2/2018 dated 03.04.2024 of the Deputy Director (Official Language), Ministry of Commerce and Industry, New Delhi, the above scheme is implemented to encourage the officers and employees of this office to use Hindi noting/drafting in their official work.

The details of the incentive scheme applicable for noting/drafting originally in Hindi in Government work are as follows:-

Scope of the Scheme This special incentive scheme is for the officers/employees of the Commerce Department, however, the attached/subordinate offices, undertakings/boards, institutions and councils under the department will be required to implement it for their officers/employees also.

Eligibility

All those officers/employees who do ail their government work (noting, drafting, entries in registers, accounting books, service registers and other work which can be verified) will be able to participate in this special incentive scheme. Officers/employees will maintain an account of their work in the attached form and will get it countersigned by their superior every month.

To participate in the scheme, at least 20,000 (twenty thousand) words should be written in Hindi by Hindi speaking officers/employees and at least 10,000 (ten thousand) words by non-Hindi speaking officers/employees during the year.

Prizes Under this scheme, officers/employees who do all their government work in Hindi will be given cash rewards as follows.

Category-I For Hindi speaking officers/employees First Prize (10 Prizes) --- Rs. 5000/- each Second Prize (13 Prizes) --- Rs. 4000/- each Third Prize (17 Prizes) --- Rs. 3000/- each

For non-Hindi speaking officers/employees First Prize (5 Prizes) --- Rs. 5000/- each Second Prize (7 Prizes) --- Rs. 4000/- each Third Prize (8 Prizes) --- Rs. 3000/- each

(Non-Hindi speaking category includes only those officers/employees whose mother tongue is Tamil, Telugu, Kannada, Malayalam, Bengali, Oriya or Assamese.) In case of shortage of participants in any of the above categories, prizes may be awarded to eligible participants of another category.

Assessment Committee The awards to be given under the Special Incentive Scheme will be decided by an Assessment Committee. In the assessment committee, a senior officer of the level of Joint Secretary, who looks after the implementation of the official language, the Chairman and three officers of the level of Director/Deputy Secretary/Under Secretary/Deputy Director/Assistant Director can be the members of this committee. Changes may be made as per the availability of officers in attached/subordinate offices/undertakings etc.

Under the scheme, 100 marks will be kept for evaluating the entries, out of which 70 marks will be earmarked for the quantum of work done in Hindi and 30 for clarity in expression of thoughts and language style/quaiity.

The decision of the evaluation committee will be final and bound to all. Any representation received in this regard will not be considered. The expenditure will be incurred by the attached/subordinate offices/undertakings etc. of the Commerce Department from their respective budget provisions. The expenditure on awards under the scheme will be borne by the Commerce Department from its budget provision.

It is necessary for the officers and employees participating in the said scheme to maintain monthly statement of Hindi noting/drafting work in the proforma given below:-

All officers and employees are informed that they should participate in this scheme and send the details of the work done in Hindi during the financial year April, 2024 to March, 2025 in the prescribed proforma to the Official Language Section in the above given proforma so that on its basis awards can be given as per the incentive scheme.
