The Annual Performance Report for the years
2020-21 to 2024-25 was submitted by the unit.
The unit has achieved positive NFE of Rs.
415.38/- Lakhs on cumulative basis for the FYs
2020-21 to 2024-25.
           
िनणय: - िवचार-िवमश के बाद, सिम+त ने अशया-
एफटीडUAयूजेड 45थत मेसस बानVट इं+डया Wाइवेट !लिमटेड
के एसईजेड िनयम, 2006 के िनयम 54 के अनुसार काय-
िनYपादन का मूAयांकन िकया।
इसके अ+त?र	, अनुमोदन सिम+त ने िनHदF अ+धकारी,
अशया एफटीडUAयूजेड को 7 काय िदवस7 के भीतर
संशो+धत वाHषक W+तशत स\यापन ?रपोट W5तुत करने का
िनदVश िदया। इसके बाद, ?रपोट को एसईजेड अ+धिनयम,
2005 और एसईजेड िनयम, 2006 के अनुसार, यिद आव_यक
हो, आव_यक कारवाई के !लए िवकास आयु	, एसईईपीजेड-
एसईजेड के सम W5तुत िकया जाएगा।
अनुमोदन सिम+त ने इकाई के अनुमोदन प& क वैधता को छह
महीने के !लए बढ़ाने को भी मंजूरी दी।
 
 
Decision: - After deliberation, the Committee
noted the performance of the M /s. Barnet
India Private Limited located at Arshiya-FTWZ
in terms of Rule 54 of SEZ Rules, 2006. 
 
Further, the Approval Committee directed the
Specified Officer, Arshiya FTWZ, to submit the
revised APR verification report within 07
working days. The report shall thereafter be
placed before the Development Commissioner,
SEEPZ-SEZ for taking necessary action in terms
of the SEZ Act, 2005 and SEZ Rules, 2006, if
required.
The

Vide mail dated 09.09.2025 & 22.09.2025, M /s. Capricorn Logistics Private Limited has
conveyed as under:
1. The Unit requested permission to file a Zone-to-Zone Bill of Entry under NSDL at the
receiving unit – M/s. Indev Infra Private Limited A/c Saipem Clough Joint Venture, located at
NDR FTWZ (INNPK6).
2. The consignment in question was filed and deposited at their unit – Capricorn Logistics,
Arshiya FTWZ, on behalf of the foreign supplier M/s. Siemens Energy Austria Gmbh.
3. M/s. Siemens Energy Austria Gmbh now intends to sell the said goods to the client Saipem
Clough JV, operating through Indev Infra Pvt. Ltd., by way of a Zone-to-Zone transfer from
FTWZ Arshiya to NDR FTWZ (INNPK6).
Details/Documents submitted by Unit: -
a. Consent letter from NDR FTWZ (INNPK6) Unit for accepting the said cargo in their Unit.
b. Copy of request letter from client M/s. Siemens Energy Austria Gmbh for transferring their
goods from Arshiya SEZ to NDR FTWZ (INNPK6).
िनणय: - मेसस कैिWकॉन लॉज45टJस Wाइवेट !लिमटेड के
महाWबंधक 9ी मनीष शेख ने अनुमोदन सिम+त को बताया िक
मेसस एलएंडटी चेgई (एसईजेड इकाई) ने मेसस सैपेम fॉ
hवाइंट वचर (एससीजेवी) को पंप7 का ऑडर िदया था, जसने
बदले म मेसस सीमस एनजa ऑ45टEया जीएमबीएच को ऑडर
िदया था। मेसस सीमस एनजa ऑ45टEया जीएमबीएच ने मेसस
केएसबी इं+डया, पुणे से पंप खरीदे थे। चूंिक मेसस सीमस
ऑ45टEया और मेसस सैपेम दोन7 िवदेशी सं5थाएं हi, मेसस
सीमस ऑ45टEया, एफटीडUAयूजेड अशया, मुंबई म मेसस
कैिWकॉन लॉज45टJस Wाइवेट !लिमटेड के तहत एक उप-
dाहक के Mप म पंजीकृत है, और मेसस सैपेम,
एफटीडUAयूजेड चेgई (आईएनएनपीके6) म यूिनट धारक
मेसस इंडेव इंeा के तहत एक उप-dाहक के Mप म पंजीकृत
है।
मेसस इंदेव इंeा Wाइवेट !लिमटेड, एफटीडUAयूजेड चेgई म
कागB के पहुँचने और आव_यक एफटीडUAयूजेड सीमा शुAक
Wि6याओं के पूरा होने पर, एससीजेवी एसईजेड (एलएंडटी) म
सीमा शुAक अनुमोदन Wाl करने के !लए आव_यक द5तावेज़
W5तुत करेगा। इसके बाद, कागB को एलएंडटी मॉmूलर
फैिnकेशन याड, कoुपpी एसईजेड म ले जाया जाएगा। इन
Pशपमट के तहत Wाl सामdी को Wी-असेGबAड यूिनट (पीएयू)
म 5थािपत िकया जाएगा, जो असबAड स5टम का एक िह5सा
होगा। पीएआर पीएयू का िनमाण प?रयोजना सीईआरईएस के
!लए कoुपpी एसईजेड म एलएंडटी मॉmूलर फैिnकेशन
सुिवधा म िकया जा रहा है। मॉmूल िनमाण पूरा होने पर, पूरी
तरह से इकqे मॉmूल ऑ5टEे!लया म प?रयोजना 5थल पर
िनयात िकए जाएंगे।
िवचार-िवमश के बाद, सिम+त ने मेसस के खाते म यूिनट मेसस
कैिWकॉन लॉज45टJस Wाइवेट !लिमटेड से Pशपमट (बीओई
नंबर 3000385 िदनांक 25 सतंबर 2025 और 3000384
िदनांक 25 सतंबर 2025, सीमस इनवॉइस नंबर

और
14000074/171000/5035) के ह5तांतरण के W5ताव को
मंजूरी दे दी। सीमस एनजa ऑ45टEया जीएमबीएच को मेसस
सैपेम fॉघ hवाइंट वचर के खाते म एनडीआर
एफटीडUAयूजेड (आईएनएनपीके 6) म Wाlकता इकाई मेसस
 
Decision: - Mr. Manish Shaikh, General
Manager, M/s Capricorn Logistics Private
Limited explained to the Approval  Committee
that M/s L&T Chennai (SEZ Unit) had placed an
order of Pumps on M/s Saipem Clough Joint
Venture (SCJV), who in turn had placed an order
on M/s Siemens Energy Austria Gmbh. M/s
Siemens Energy Austria Gmbh had procured the
pumps from M/s KSB India, Pune. As both M/s 
Siemens Austria and  M/s Saipem are foreign
entities, M/s Siemens Austria is registered as a
sub-client under M/s. Capricorn Logistics Pvt.
Ltd. in FTWZ Arshiya, Mumbai, and M/s
Saipem is registered as a sub-client under the
Unit Holder M/s. Indev Infra in FTWZ Chennai
(INNPK6). The Zone-to-Zone transfer of the
said goods was proposed to optimize logistics
movement and cost. 
 
Upon arrival of the cargo at M/s. Indev Infra Pvt.
Ltd., FTWZ Chennai, and completion of the
required FTWZ customs procedures, SCJV will
submit 
the 
necessary 
documentation 
for
obtaining Customs approval in SEZ (L&T).
Thereafter, the cargo will be transported to the
L&T Modular Fabrication Yard, Kattupalli SEZ.
The materials received under these shipments are
to be installed in the Pre-Assembled Unit (PAU)
forming part of the assembled system. The
fabrication of the PAR PAU is being undertaken
at the L&T Modular Fabrications Facility in
Kattupalli SEZ for Project CERES.
Upon completion of the module fabrication, the
fully assembled modules will be exported to the

जाए।
iii. माल को INNPK6 म Wवेश के समय Wा+धकृत अ+धकारी
ारा 100% जांच के अधीन िकया जाएगा तािक संभािवत
गलत घोषणा/Pछपाव को रोका जा सके।
iv. इकाई को माल का ह5तांतरण करते समय एसईजेड
अ+धिनयम 2005, एसईजेड िनयम 2006 और सभी लागू
सीमा शुAक िविनयम7 के Wावधान7 का कड़ाई से अनुपालन
सुिन+tत करना होगा।

It has been observed that this office, vide letter dated 26.06.2025 and reminder letter dated
05.09.2025, 09.10.2025 requested the Specified Officer, Arshiya SEZ to submit the Verification
Report concerning the Addition of Services.
As of now, there is no reply received from Specified Officer, Arshiya-SEZ.

2006 के िनयम 19 (2) के Wावधान 2 के अनुसार yयापार
और भंडारण के !लए सेवाओं के अ+त?र	 (nॉड बisडग) के
संबंध म अशया एफटीडUAयूजेड 45थत मेसस शाह टीसी
wलोबल ए4Jजम एलएलपी के W5ताव को अनुमोदन के !लए
5थिगत कर िदया। सिम+त ने इकाई को yयापार और भंडारण
ग+तिव+धय7 के !लए अलग-अलग अनुमोदन प& Wाl करने का
िनदVश िदया।
 
Decision: - After deliberation, the Committee
deferred the proposal of M /s. Shah TC Global
Exim LLP located in Arshiya FTWZ for approval
w.r.t. Addition (Broad Banding) of Services for
Trading and Warehousing in terms of Proviso 2
of Rule 19 (2) of SEZ Rules, 2006. The
Committee further directed the unit to obtain
separate Letters of Approval for Trading and
Warehousing activities.
