Minutes of Open House Meeting held on 28.11.2024 under the Chairmanship of Development Commissioner at JNPA for FTWZ issues.

¢ Shri Nitin Borwankar extended a warm welcome to all participants.

  • ¢ Shri CPS Chauhan provided an update on the current status of FTWZ work at Arshiya SEZ and JNPA-SEZ, emphasizing the ongoing developments. He highlighted the significance of complying with the recently issued Instruction NO. 117 dated 24.09.2024 by Ministry of Commerce, which aims to enhance operational efficiencies and trade awareness.

  • «+ The Development Commissioner explained that DC office is planning Audit of FTWZ units & it will focus on identifying corrective actions rather than punitive measures. discussed during interactive Session:

  • Drawback Claims & RoDTEP: Concerns were raised by participants about pending drawback claims for over a year. It was suggested that the Development Commissioner office will liaise with Customs JNCH to explore solutions, including the option to use of cheque books from Arshiya SEZ.

it was clarified that anendments can be processed prior to out of charge through the Service Centre Role, streamlining operations.

3. ADC NoC for Import Clearance:

The issue regarding ADC NoC for import clearance was acknowledged. It was informed to the trade that DG Systems is currently working on correcting mapping issues, and stakeholders were encouraged to submit necessary documents. Till the mapping issues resolve by DG system DC office will write a DO letter that special direction should be issued to subordinate staff to issue NoC till the mapping issue resolved by the ICEGATE system. 4. Manual TP Process at Nhava Sheva: Trade has raised issue of for transfer of goods from shipping line to SEZ gate the company representative will with all physical copy visit 4 to 5 tables after assessment of BE. This is time consuming and this against the principle of faceless hence instead of manual TP auto TP should be issued by ICEGATE system and it should be available through email as well as login. Both specified officers were directed to examine the manual TP process at Nhava Sheva and report on possible reductions in procedural burdens to facilitate smoother operations.

5. Customs Operations at JNCH on weekends & holidays:

Concerns about customs offices not operating on weekends leading to delays in container processing were raised. The Development Commissioner requested documentation to take up this issue with Nhava Sheva Customs. Staff Deployment: It was agreed to enhance the current operational capacity at JNPA by reallocating officers from the existing teams at SEEPZ and Arshiya SEZ to address the trade's operational needs effectively. The Development Commissioner reiterated that all stakeholders should utilize the email address dcseepz-mah@nic.in for reporting issues and seeking assistance, ensuring accessibility and prompt response to concerns.

The meeting concluded with a focus on strategic resolutions, emphasizing cooperation and proactive steps to tackle ongoing challenges faced by the trade and industry in the region.
