At the outset, the Chairperson welcomed the members on joining meeting at 24 floor, Conference hall, Development Commissioner Office, SEEPZ-SEZ.

The Committee confirmed the minutes of meeting held on 01.11.2023 with consensus. 

Agenda No. 02: Application for setting up new EOU unit of M/s Astride Tyres and Tracks Pvt Ltd 

The Committee was informed that M/s Astride Tyres and Tracks Pvt Ltd has submitted the proposal for setting up of New Unit at G7, Jejuri MIDC, Purnadar, Pune 412303 for manufacture and export of “Industrial solid tyres, Cushion tyres and solid tyres with wheel assembly, Rubber tracks for various industrial, agricultural & Harvesting Machines” with export turnover of Rs. 49,368 Lakhs, NFE of Rs. 39,523 Lakhs, Investment in plant & machinery of Rs. 4,933 Lakhs and Employment of 130 persons. 

Decision: After deliberation, the Committee approved the proposal for setting up of New Unit at G7,

Agenda No. 03:- Application for extension in the validity of LOP M/s Kohinoor Ropes Pvt Ltd 

The unit has submitted the application for extension on the validity of LOP. The proposal was put for the Approval Committee Meeting held on 25.11.2022, after deliberation the Committee approved the proposal of the for extension in the validity of LOP for a further period of 6 months from 08.11.2022 to 07.05.2023 in terms of Para 6.05 FTP 2015-2020 read with Para 6.01 (1) of HBP 20152020 vide letter no SEEPZ-SEZ/EOUs/KRPL/2019-20/21407 dated 19.12.2022. 

During the discussion the representative of the unit informed the details for not commencement of production under the EOU Scheme. 

Decision: After deliberation, the committee observed that justification given by the unit for delay in operationalisation of the unit under the EOU sachem is genuine however Committee informed the unit that further extension is not under the purview of Approval Committee and the unit may apply afresh as per the laid down procedure which may be put up for approval before upcoming Committee meeting.

## Agenda No. 04:- Monitoring of performance of M/s Transworld Furtichem Pvt Ltd, 

The Unit had submitted all the APRs duly certified by Chartered Accountant. The performance of the unit was scrutinized in terms of provisions of FTP/HBP. The unit has claimed positive NFE on cumulative basis for the 24 Block Period (2013-14 to 2017-18), 3 Block Period (2018-19 to 2022-23). However, as per the data, for year 2021-22 and 2022-23 NFE was Negative. Decision: After deliberation, the committee deferred the proposal, and directed the Jurisdictional Customs Officer to re-examine the Import /Export data, NFE, CRA, etc. and to resubmit before Committee in upcoming meeting.

## Agenda No. 05:- Monitoring ofperformance of M/s Bellota Agrisolutions & Tools Pvt Ltd, 

The Unit had submitted all the APRs duly certified by Chartered Accountant. The performance of the unit was scrutinized in terms of provisions of FTP/HBP. The unit has claimed positive NFE on cumulative basis for the 15t Block Period (2010-11 to 2014-15), 24 Block Period (2015-16 to 2019-20), 3" Block Period (2020-21 to 2024-25). During the meeting, the Custom officer mentioned that details / data have not been provided to them by the Unit. 

Decision: After deliberation, the Committee deferred the proposal, and directed the Jurisdictional 

File No.EQU-11/239/2022-STS 

Customs Officer to re-examine the Import /Export data, NFE, CRA objection and resubmit the proposal in next meeting and directed the Unit to submit the required details / data to the Custom Officer.

## Agenda No. 06:- Monitoring of performance of M/s Sai Life Science Ltd, 

The Unit had submitted all the APRs duly certified by Chartered Accountant. The performance of the unit was scrutinized in terms of provisions of FTP/HBP. The unit has achieved positive NFE on cumulative basis for the 2™ Block Period (2011-12 to 2015-16).
