Public Notice No.-22 / 2016-17

Subject: 2017 Edition of the WCO Harmonized System Nomenclature - reg.

Attention of Exporter, Importers, Customs House Agents, Members of Trade and all the stakeholders is invited to the subject matter that the 2017 Edition of the WCO Harmonized Systern Nomenclature will enter into force on 01 January 2017. It includes 233 sets of amendments, divided as follows : agricultural sector 85; chemical sector 45; wood sector 13; textile 15; base metal sector G; machinery sector 25; transport sector 18; other sectors 26. This involves major changes not only in the Customs Tariff, but, as both are now harmonized, in the Central Excise Tariff as well. The basic changes in the ICES BCD directory have been made, (to be made effective from 00.00 Hours 01.01.2017), which Is currently being certified by the directory managing sites. A notification over-haul is underway in the Board, and a working group has been set-up for the same. Work will be necessitated on multiple fronts at the same time, and has interlinked dependencies. A control room is also planned from 31.12.2016 upto 03.01.2017 to ensure quick resolution of any application issue should the same arise due to new HSN coming into effect.
