   Dear All, 
           Hon’ble Prime Minister has been emphasizing on ease of doing 

business. Recently, India has improved its ranking by 10 points in ease of doing business.

In this process now, Central Board of Excise & Customs vide its Order No. 450/199/2015-Cus-IV dt. 19.11.2015 has constituted a working group to study and report on Policy & Procedural bottlenecks faced by SEZ units. A copy of the order is enclosed along with for your information. This working group has been constituted as a measure of trade facilitation and to further enhance ease of doing business in the SEZs.
The group has to specifically study the problems faced by SEZ units in respect of the following aspects :

                  1) 

Movement of import and export goods from gateway port/airport to SEZ and vice-versa with specific focus on ; a. Existing bottlenecks, if any, in the procedural interface between SEZs and Gateway ports for imports and exports and recommendations for removing those bottlenecks. b. Issues concerning reconciliation between (a) exports from SEZ and corresponding EGMs and (b) imports to SEZ and corresponding IGMs. c. Issues related to connectivity between ICES and SEZ online applications. d. Evaluate need to introduce end-to-end trace and track mechanisms for movement of import and export goods. 2) Export of services from SEZ 3) Procurement of goods and services from DTA for the SEZ 4) Sale of goods and services from SEZ to DTA. 5) Functioning of Customs clearance system for imports and exports from SEZ 6) Automated system for procurement of goods and services from DTA. 7) Posting and functioning of Authorized and Specified officers in the SEZ.
