Greetings on the occasion of ‘Deepawali’.

   This is in continuation of my earlier mails dated 04.08.2015 & 

21.08.2015. Since then a number of steps have been taken for streamlining of functioning of EOUs & SEZs and I can see perceptible changes. Certain developments have taken place since then which I thought I should inform you.
Some of them are listed as follows :

DGFT has issued Public Notice No.44 dated. 29.10.2015 where it has added 110 more lines for benefits under the MEIS Scheme (Benefits of which is available in EOUs/SEZs as well). In this Notification rates have been amended for 2228 lines.

In the Noida SEZ we have completed the programme of upgrading our software. We are in discussion with DGFT for completing other processes. We hope to start accepting application under MEIs & SEIS by November end.

NSEZ has started exchange of information with Customs online, Shipping Bills and Bill of Entry are being filed online. In the beginning there were certain teething problems. For resolving these issues I had a meeting with DG(Systems), Deptt. of Revenue, Ministry of Finance. Now the process is much smoother. For addressing the issue, Deptt. of Revenue has also started helpline and enquiry module, as per the details given below :

In the online system we find that after filing of Bill of Entry, consignment release, consignment reaching to the NSEZ, an importer is required to file status of warehousing online. However, this is being done only in 16% cases. Filing of warehousing status online is must for completing the cycle so that you do not get any subsequent enquiries. Hence I advise you that you must complete the cycle.

I was amazed to find that acceptance of bond from SEZ Developers/units was taking considerable time and there were instances of acceptance of Bond in three months. Process has been streamlined and instructions have been issued to ensure acceptance quickly. In the last 20 days all the Bond-Cum- LUTs have been accepted within one week. Instructions have been issued clearly that it is the responsibility of the Developers and units to ensure that they maintain sufficient balance of the bond amount and no calculation is being done in our office. I also request you to ensure that you monitor

bond amount regularly and ensure the sufficient balance in terms of Rule 22 (1) (iv) (d) read with Instruction No.72 dt. 30.11.2010. Other disposals also have been streamlined.

UACs are being held regularly and decisions are communicated electronically within three working days.

I had requested cooperation of all of you in making “Swachh Bharat Mission” a success. I have received very encouraging response from many SEZ Developers, SEZ units & EOUs. I request all of you again to install a Swachh Bharat Logo in your premises and send the photographs to us.

Noida Region of Export Promotion Council for EOUs & SEZs organised Award function for giving award to EOUs & SEZs for their performance in 2010- 11 & 2011-12 on 28.10.2015. I had the privilege of handing over awards to EOUS/SEZs.

I have one request to make to all of you. You must ensure that you file your Annual Performance report (APR) in time. APRs to be filed within 90 days of the closure of the financial year. Inspite of various reminders APRS still have not been filed by 14 EOUS, 49 NSEZ units and 06 units in Pvt. SEZs. I would be constrained to take action under FT(DR) Act for non- submission of APRs. This is the last thing I would like to do. I also find some cases where SOFTEX form is not filed in time. I request all of you again to ensure that all the legal compliances are completed in time.
