Dear Colleague,

I am Dr. L.B. Singhal and have taken charge as Development Commissioner on 2nd of July, 2015. I had thought of writing this letter to you immediately after taking over but I felt that first few essential steps need to be taken before I write to you.

As you are aware that exports of the country, including exports from the SEZs, has been declining in last six months. After enactment of SEZ Act in 2005, exports from SEZs have shown negative growth, first time, in the year 2014-15. Its a matter of concern. I am sure with the cooperation of all of you we would be able to change this trend and bring exports again to a positive trajectory.

We have taken certain steps for improving the environment of trade facilitation in the SEZ and environment in general in our SEZs coming in my jurisdiction. These are as follows:

A fixed schedule for holding the UACs has been decided and it has been posted on the NSEZ website also. This is to ensure that exporters know in advance the schedule of meeting. This is as follows :

NOIDA SEZ

Ist Wednesday of every Month PVT. SEZs Located Ist Friday of every Month in U.P. & Haryana

Moradabad SEZ

2nd Friday of every Month
Jaipur including

3rd Friday of every Month Mahindra SEZs

SEZs at Chandigarh/ 4th Friday of every Month Punjab

UAC for EOUs

2nd Wednesay of every Month

I have held 3 UAC meetings and minutes of these 3 UACs have been approved, hosted on website and decisions communicated electronically within 3 working days. We will attempt to continue to do same. 3) All Officers, including Customs officers, have been given gov. emails and they have been requested to communicate with all of you electronically for faster communication. सत्यमेव जयते

We are making conscious attempt for disposals of EOUs & SEZs related requests within prescribed time frame. 5) For all Customs related activities also a time frame has been laid-down and will make a sincere efforts to adhere to the same. This time schedule has already been issued by Asstt. Commissioner (Customs) and given in the attachment. 6) Hon’ble Prime Minister has emphasised on Swachh Bharat Campaign. We have taken initiatives for making this mission successful in all our SEZs coming under my jurisdiction. Swachh Bharat Mission logo is going to be displayed prominently at 10 places in NOIDA SEZ. I have also written to all SEZ developers coming under my jurisdiction for displaying Swachh Bharat Mission logo and to initiate activities. I have got very encouraging response from many SEZ developers and Swachh Bharat mission logo has been displayed in many SEZs. I would request cooperation of each and every one of you in taking necessary steps in your premises and in the area around you. I will be happy if you please inform me about steps taken by you. 7) After taking charge, we have planted 1500 plants in the Noida SEZ with the cooperation of NGO (Su-Vikas) and Forest Department, Govt. of U.P. 8) We had a meeting with NBCC for expediting work in the SEZs.
