Exports of the country have gone down by approximately 16% in the year 2015-16. Final figures are yet to be compiled. However, with the efforts of all of you, the exports from the SEZs in Northern India have gone up approx.
26%. This year exports were Rs.45506 Cr. as against Rs.36132 Cr. last year.

In the budget some important announcements have been made in respect of the SEZ Scheme. As per the provisions now SEZ units, in order to be eligible for Direct Tax benefits, will have to be operationalised by 31st March, 2020. SEZ Developers in order to be eligible for Direct Tax benefits, will have to start operations in SEZs by 31st March, 2017. Hence SEZ units and developers have to expedite implementation of their projects.

In respect of International Financial Services Centre (IFSC), which is also the part of the SEZ Scheme, MAT has been reduced from 18.5% to 9% and Dividend Distribution Tax has been discontinued. This will give fillip to export of financial services from IFSCs.

Any exporter which wants to have a meeting with me in Delhi, can request to me so that we can meet at mutually convenient date and time for the meeting in the City Office.

For resolving issues, faced by the NSEZ, I had convened a meeting with Additional CEO, Noida Authority which was attended by Addl. CEO, Noida Authority and 6 Project Engineers from various Deptt. I have decided that this group will now be meeting on First Friday of every month on continuous basis.
Following major issues have been resolved :

a) Electricity Deptt. has amended their software to ensure exemption of electricity duty to the units in NSEZ. b) Signages for NOIDA SEZ will be put in place in the next 3 months. c) Noida Authority has assured timely action for building plan approvals in NSEZ etc. d) We have requested that Metro station near NSEZ be named as “NSEZ Metro Station.”

I had conducted Joint Monitoring

Meeting of EOUs with 14 Commissionerates of Central Excise in respect of EOUs from U.P., Haryana, Delhi & Uttarakhand wherein more than 60 EOUs had participated. For resolving the issues relating to Rajasthan region, I intend to have Joint Monitoring Meeting with the concerned Central Excise Officers and EOUs of that region sometimes in May 2016. Probably this meeting will be organised in Udaipur.
I request all EOUs that APRs which they sent to zone should also be sent to the concerned Central Excise Officers so that the data relating to the EOUs is conciled between DC office and the Central Excise Officers.

I request EOUs and SEZs that information relating to change in constitution (Directors/Proprietors/Partners etc.) DTA sale permission/intimation wherever required should be informed to the DC, NSEZ office in time. Foreign exchange realisation should be monitored to ensure realization of exports proceeds within 9 months. It is essential to take these steps so that unnecessary adjudication proceedings in respect of SEZs & EOUs could be avoided. I have seen that a large number of Show Cause Notices have been issued to the EOUs on above aspects.

Financial year 2015-2016 is over. I request all the EOUs & SEZ units to submit their APRs immediately. Export figures of EOUs are compiled on the basis of APR only. This is mandatory requirement and all EOUs/SEZs must ensure timely submission of APRs.

I had received number of photographs from the EOUs and various SEZs
putting up ‘Swachh Bharat Logo” in their premises. This was really encouraging.
However, I would be very happy to see that Swachh Bharat Logo is displayed in each and every EOUs & SEZ campus and Swachh Bharat activities are prominently carried out. Please inform me about the initiatives taken by you in this regard and also send the photographs. Govt. of India has decided to celebrate ‘Swachh Pakhwada” from 16th to 30th April, 2016. Please actively participate in this campaign
