Attention of all Importers, Customs Brokers, Steamer Agents, Container Line Agents, CFS/Custodians, Container Terminal Operators, Port Authorities and the trade in general is invited to the present procedure of | dealing , with Seal Mismatch containers landing at Mundra Port, vide — Instruction dated 03.08.2010 issued from F.No, $/20-12/2008-Appg.(G). Representations have been received from Importers/Customs brokers and Se others that due to the prevailing procedure they are facing undue delay in clearance of containers with mismatch seal from terminal for which they — . ; have to pay heavy demurrage/detention charges. The matter has been , examined in consultation with all stake holders and decided t6 implement the following procedure with immediate effect. 1. If an Import laden container’s load-port seal is found to be _ ‘mismatched /damaged/ /damaged/ tampered/broken/seal number not visible on bottle and strip seal, at the time of off-loading from the vessel; then, ~ | when such import container reaches at terminal gate, the terminal -

_ ‘mismatched /damaged/ /damaged/ tampered/broken/seal number not visible on bottle and strip seal, at the time of off-loading from the vessel; then, ~ | when such import container reaches at terminal gate, the terminal - authorities shall super scribe (stamped) the Gate Pass of the said container with “Container seal mismatched/ damaged/ tampered/ broken/number not visible. To be examined 100% at CFS by Customs _ i , Authorities”, and allows onward movement to the CFS. Lo :
- Once the said containers arrives at port gate, the port authorities shall | bring it to the notice of Customs Officer posted at gate, who will after entering the details of such containers in register, allows to move-the _ ; same to CFS. After every shift, the Gate Officer shall send a report of 7 such containers to the Dock (Preventive) Section. 7

- Once the said containers arrives at the CFS gate, the CFS authorities shall verify the seal and its number with the Gate Pass issued by the Terminal and details of all containers received with mismatched /

The Superintendent (DP) in-charge of the CFS will then reconcile the report received from Gate Officer and CFS authority and put up the ~ Same to DC/AC (Preventive) for issuing directions to Docks (Examination) for 100% examination of the cargo contained in such containers. If during the course of 100% examination of such containers any objectionable goods are found, necessary action will be taken under the provisions of Customs Act, 1962. ;
