Subject: International Transhipment of FCL/LCL cargo from all

Ports/Airports, in view of disruption in maritime routes due to closure of the Strait of Hormuz – Section 143AA of the Customs Act, 1962 – reg. Attention of all Importers, Exporters, Customs Brokers, Port Terminal Operators, Shipping Lines/Agents, CFSs operating under the jurisdiction of Kandla Port, and members of the trade is invited to Circular No. 15/2026-Customs dated 27.03.2026 issued by the Central Board of Indirect Taxes & Customs (CBIC), regarding disruption in maritime routes due to closure of the Strait of Hormuz, leading to diversion/return of export cargo from international/Indian waters. Reference is also invited to Circular No. 14/2007-Customs dated 16.03.2007 prescribing the procedure for international transhipment. 2. In view of the above disruptions, and to facilitate trade and reduce logistical bottlenecks, CBIC has clarified that international transhipment of both FCL and LCL cargo shall be permitted from all seaports and international airports, including transhipment through other Customs stations, subject to compliance with the Customs Act, 1962 and rules made thereunder. 3.

The procedures prescribed under CBIC Circular No. 14/2007-Cus dated 16.03.2007 and Circular No. 12/2026-Customs dated 17.03.2026 shall be strictly followed for permitting international transhipment of FCL/LCL cargo. 5. i. Prior consent shall be obtained by the Nodal Officer at the originating station from the Nodal Officer of the transit/destination station via official email. ii. The transit/destination Nodal Officer shall grant consent after verifying availability of secure storage, infrastructure, logistics support, and readiness to handle such cargo. iii. Upon receipt of consent, permission for international transhipment shall be accorded by the originating station on priority. iv. Cargo movement shall take place under appropriate Customs control, including container sealing wherever required.

6. The Custodian at originating, transit, and destination stations shall ensure safe custody, secure storage, proper handling, and accurate accounting of transhipment cargo. Compliance with Customs instructions, maintenance of records, facilitation of supervision, and prompt reporting of discrepancies/damage shall be ensured.
7. This facility, along with the relaxation timeline specified in para 3 of Circular No. 12/2026-Customs dated 17.03.2026, shall remain in force up to 15.04.2026.
8. Any difficulty in implementation of this Public Notice may be brought to the notice of the Commissioner, Customs House, Kandla.
