Minutes of meeting of the Approval Committee of Noida SEZ held under the Chairmanship of Dr. L.B. Singhal, Development Commissioner (DC), Noida SEZ at 11:00 AM on 19/03/2020 in the Conference Hall of NSEZ.

  • The following members of the Approval Committee were present during

  • the meeting:-

      1. Shri S.S. Shukla, Jt. Development Commissioner, NSEZ. 2) Shri Shyopat Singh, Asstt. Commissioner, Customs, Noida Commissionerate.
      1. Shri Sachin Jain, Asstt. Commissioner, DIC, Noida (Rep. of Principal Secretary, Industry, Govt. of UP.)
      1. Shri Chaman Lal, FTDO, O/o Addl. DGFT, CLA, New Delhi. S) Smt. Sandhya Maurya, Income Tax Officer, Income Tax Deptt., Noida.
  1. Besides, during the meeting S/Shri (i) Nitin Gupta, Dy. Development Commissioner, NSEZ, (ii) S.K. Tyagi, Specified Officer, NSEZ, (iii) Pramod Kumar, Asstt. Development Commissioner, NSEZ, (iv) Arun Singh Parihar, Assistant, NSEZ, and (v) K.M. Srivastava, AEE, UPPCB, Noida were also present to assist the Approval Committee.

ae At the outset, DC, NSEZ welcomed the participants. After brief introduction, each items included in the agenda were taken up for deliberation one by one. After detailed deliberations as well as interaction with the applicants / representatives of the units, the following decisions were taken:(i) Ratification of Minutes of last_meeting of the Approval Committee held on 04/03/2020.

It was informed that no reference against the decisions of the Approval Committee held on 04/03/2020 was received and, therefore, Minutes of the meeting held on 04/03/2020 were ratified.

(ii) Item wise decisions on proposals included in agenda:

Royal jewellery Palace has proposed to set up a new unit in NSEZ for Manufacturing of (i) Handmade/ Machine-made Gold Jewellery Plain (Capacity 600 Kgs/annum) (ii) Handmade/Machine-made Gold Jewellery Studded With Precious/Semi Precious/Synthetic Stones (Capacity 1Kg/annum) (iii) Handmade/Machinemade Gold Jewellery Studded With Pearls (Capacity 1Kg/annum) and (iv) Handmade/Machine-made Gold Jewellery Studded With Diamonds (Capacity 1Kg/annum) with projected exports of Rs. 116695.56 Lakhs and NFE earnings worth Rs. 4116.86 Lakhs and proposed investment of Rs. 10.22 Lakhs in indigenous plant & machinery/capital goods, over a period of five years. 1.2. Shri Shaikh Shamim and Shri Amzad Ali Mullick, Partners in the firm appeared before the Approval Committee to explain the project. Shri Shamim informed that he already has a running unit in NSEZ namely M/s. Taiba International (his proprietorship firm) for manufacturing of plain & studded gold jewellery. He further informed that turnover of the firm during last financial year was approx. Rs. 389 Crores and around 120-125 employees are currently working in the existing unit. 13 Shri Shamim further informed that the proposed NSEZ unit is for additional export and will be engaged in Manufacturing of Plain & Studded Gold Jewellery to Dubai, Qatar and other Middle Eastern & Gulf Countries and approx. 20 employees will be hired to start with.

1.4 The Approval Committee observed that projections of employment vis-avis export projections are very low in the proposed NSEZ unit. The Approval Committee also noted that DGFT has issued a P.N. No. 35 dated 26/09/2019 wherein “Any jewellery/article manufactured by fully mechanised process” has been disallowed under Advance Authorization. LS Shri Mullick informed that in the proposed unit they will carry out manufacturing of handcrafted as well as jewellery involving manual process

and machine process which require less employment, hence, the employment | requirement.projections areHelow.furtherHowever,added employmentthat processeswilllikebe dyingincreased& castingfurtherareasdoneper through machine whereas some other processes will be done by artisans. He further mentioned that manufacturing of jewellery shall be combination of mechanised and manual process. His attention was drawn to DGFT Public Notice No. 35 dated 26/09/2019 wherein “Any jewellery/article manufactured by fully mechanised process” has been disallowed. Then he categorically mentioned that the jewellery (Plain & Studded), which will be manufactured for export, will not be 100% mechanised process and it will involve both manual and machine process.

1.6 It was informed to the Approval Committee that few shortcomings were found in the application of M/s. Royal Jewellery Palace which have been conveyed to them on 18/03/2020. Reply of applicant is awaited. Shri Shamim assured to rectify the shortcomings immediately.

i The Approval Committee, after due deliberations, approved the proposal of M/s. Royal Jewellery Palace for setting up a new unit in NSEZ for Manufacturing of (i) Handmade/ Machine-made Gold Jewellery Plain (Capacity:600 Kgs/annum) (71131910) (ii) Handmade/Machine-made Gold Jewellery Studded with Precious/Semi Precious/Synthetic Stones (Capacity:1Kg/annum) (71131940) (iii) Handmade/Machine-made Gold Jewellery Studded with Pearls (Capacity:1Kg/annum) (71131920) and (iv) Handmade/Machine-made Gold Jewellery Studded with Diamonds (Capacity: 1Kg/annum) (71131930) subject to following conditions:

  • (i) In terms of Rule 53(C) & (D) of SEZ Rules, 2006, Unit shall achieve minimum Value Addition as laid down in prevailing Foreign Trade Policy or Hand Book of Procedures.

  • (ii) Unit shall maintain proper records mentioning separate value addition of Plain Jewellery and Studded Jewellery.

  • (ii) Permission for manufacture & export of plain /studded jewellery containing gold of 8 carats to 22 carats only will be applicable as per DOC instruction No.88 dated 16.08.2017.
