After detailed deliberations amongst the members of the Approval Committee as well as interaction with the applicants / representatives of the developer / units, the following decisions were taken: -

Mahindra World City (Jaipur) Ltd. located at Village Kalwara, Jhai, Bhamboriya, BagruKhurd & Newta, Tehsil-Sanganer, Distt- Jaipur (Rajasthan) for manufacturing of Herbal / Natural Animal Feed Supplements [ITC(HS) 23099020]- 1400 M. Tons, with projected exports of Rs.5199.50 lakhs and the cumulative NFE of Rs.5199.50 lakhs over a period of five years. It was also informed that the investment of Rs.123.45 lakhs towards Indigenous capital goods and other cost of project shall be met from the Promoter’s Contribution & Term loan. It was informed that the applicant has shown requirement of indigenous raw material of Rs. 2075.00 lakhs. • (i) Discrepancies in Form F: a) Requirement of land in Para VIII(1) to be corrected as per provisional offer of space issued by SEZ Developer. Applicant has mentioned 4000 Sqmt. whereas developer has given provisional offer of space for 4081.89 Sqmt. land at Plot No. PA-010-021.

• b) In Para VIII (2), built up area should be kept Nil being developer has allotted 4081.89 Sqmt. land. .

Further, it was informed that in the LOA issued to the unit, it had been clearly mentioned that “No import or export of any items will be allowed, which are falling under the Prohibited/Restricted items under prevalent Import / Export policy given in ITC(HS) Classification of DGFT”, as the unit had proposed DTA procurement of Raw Material under ITC(HS) Code 15180040 (Amizoil), which is ‘Prohibited’ under Import Policy- 2017 & Export Policy-2018 of DGFT.

4.1 It was informed to the Approval Committee that while considering of the proposal of M/s. Orvi Design Studio for inclusion of above additional items of manufacture in LOA, the Approval Committee in its meeting held on 17.12.2018 had clarified that import of Mother of Pearl (ITC HS Code 96019090) is ‘Restricted’, hence import of Mother of Pearl shall not be allowed. However, Approval Committee pointed out that import of the restricted item i.e. Mother of Pearl can be allowed by Board of Approval.

4.2. It was informed that M/s. Orvi Design Studio vide its letters dated 21.02.2019 requested to forward its proposal to BOA for import / DTA procurement of ‘Mother of Pearl (ITC HS Code 96019090)’ as raw material for carrying out manufacture of following final product using Mother of Pearl:-

4.3. Further, it was informed that the unit had submitted manufacturing process (flow-chart) in respect of ‘Mother of Pearls’ for manufacturing of tiles. The manufacturing process (flow chart) indicates following steps of process:-

4.4. It was informed that the proposal of M/s. Orvi Design Studio for import / DTA procurement of ‘Mother of Pearl’, as raw material in respect of its unit located in the Multi-Product SEZ of M/s. Mahindra World City (Jaipur) Ltd. at Jaipur (Rajasthan), had been forwarded for consideration by BoA, in terms of Instruction No. 47 dated 04.03.2010 issued by DOC. It was informed that the Board of Approval in its meeting held on 18.06.2019 approved the proposal of the unit for import / procurement of ‘Mother of Pearl’ as raw material subject to the condition that DC, NSEZ will ensure compliance of all other relevant conditions. 

4.5. Shri Ghanshyan Baheli, General Manager, appeared before the Approval Committee and explained the proposal. He requested the Approval Committee to allow use of ‘Coloured Stones’ as raw materials. The representative of the unit informed that they also intend to import Marble Blocks & Marble Slabs with more than 20 MM thickness for manufacturing of handcrafted tiles, slabs and other items, However import of Marble Tiles / Slabs more than 20 MM thickness is not allowed as per DGFT Notification dated 17.09.2016.

The representative of the unit informed that they have planning to construct one additional floor above the under constructed building.
