All SEZ Developers & Co- Developers/SEZ Units/EOUs

Sub: NSEZ -Membership for enrollment and renewal in Export Promotion Council- Reg. ;

Sir/Madam,

This is to inform that membership with EPCES (Export Promotion Council for EOUs and SEZs) is compulsory for all the SEZ Units/SEZ Developers, Co-Developers and Export Oriented Units (EOUs), as per the below instructions of the Government of India.

• i. Gazettee Notification G.S.R. (771-E) dated 05.08.2016 which provides that “RCMC means membership certificate issued by Export Promotion Council for EOUs & SEZs and that “The Unit or the Developer including Co-Developer shall obtain a Registrationcum-Membership Certificate(RCMC) for availing exemptions, drawbacks and concessions”.

• ii; Public Notice 27/2015-2020 dated 26.08.2019 which authorizes EPCES to issue RCMC to Export Oriented Units (EOUs).

2. It is, therefore, advised that all the EOUs/SEZ Units and SEZ Developers including Co-Developers should enroll themselves with the EPCES as a member and obtain RCMC to avail the benefits under the EOU/SEZ Scheme. The members, who have already obtained EPCES Membership, are advised to renew their membership for the period 2026-2027.

3. Membership with the Council can be easily obtained through online vide DGFT Portal i.e. www.dgft.gov.in . by filing their details/data to obtain e-RCMC. 4.
