Minutes of the 86 Unit Approval Committee Meeting of Kandla SEZ held on 21.09.2015 at 11.00 hrs. under the Chairmanship of Shri Upendra Vasishth, Development Commissioner, Kandla Special Economic Zone.

Review/confirmation of the Minutes of last meeting (85*' UAC) of the Approval Committee:

Minutes of the last meeting of Approval Committee were reviewed.

86.1 Broad banding request in existing LOA.

86.1.1 M/s. Dipi Enterprise. KASEZ

Shri Krushal Shah, Proprietor of the firm appeared before the Approval Committee. They are an approved unit in KASEZ for warehousing service activity and trading service activity for various items covered under Chapter Heading No.39, plastic granules, plastic agglomerates, plastic pallets, plastic flakes/bars, and plastic powder. They have requested for broad banding of their LoA by including (i) Plastic Floor Sweeping, (ii) Plastic re-grind (iii) Acrylic Off Cut & Re-grinds & (iv) Plastic powder.

86.1.2 M/s. Hwatsi Chemical Put.Ltd., KASEZ.

They are an approved unit in KASEZ for manufacturing activity of Thinners and Trading activity of chemical & solvents. They have submitted the proposal for inclusion of additional “Blending” activity in their approved manufacturing activity. The unit have projected an export turnover of Rs.300 lakhs over a period of 5 years after the addition of new blending activity.

The Committee observed that as per Section 2(r) of SEZ Act, 2005, process of “blending” amounts to “manufacture”. However, the Committee decided to call for detail of ingredients & final product of “blending” activity and also to confirm whether the final product out of this blending will be fully exported or it will be sold in DTA. The Committee therefore deferred the proposal for want of above clarification.

86.1.3 M/s. Yash Polyplast, KASEZ.

They are an approved unit in KASEZ for Trading & Manufacturing activity of plastic ropes/twin ropes and plastic virgin granules.

They have requested for broad banding of their LoA by including (i) Plastic Floor Sweeping, (ii) Plastic re-grind (iii) Acrylic Off Cut & Re-grinds & (iv) Plastic powder.

The unit vide their letter dated 21.09.2015 informed that due to heavy rains they ae not in a position to reach nd attend UAC. Theerfore, they have requested to take up their matter in next UAC. Accordingly, the Committee deferred their proposal.

86.2 Ratification of requests already approved on Files.

The Committee ratified the request for change in name of the company of M/s. G.V. Textile Manufacturing Pvt.Ltd., to M/s. M.J. Systems Material Handling Pvt.Ltd.
