Promoter stated that the above items are related to their present line of manufacturing activity and these items they intend to send alongwith their products. The cloth is required for removal of stains, etc.

FOB value of exports projected for trading activity is Rs.1259.19 lakhs with a NEE of Rs.1250.19 lakhs. The proposal was approved subject to standard terms and conditions.

60.1.3 M/s. Universal Confectionary and Food Products Pvt. Ltd., KASEZ. M/s. Universal Confectionary and Food Products Pvt. Ltd. is an existing unit in KASEZ for manufacturing activity of Biscuits and Confectionery. They have requested for broad-banding ofLOA for trading of Biscuits and Confectionery. Mr. _ Mistry, Factory Manager came for discussions.

It was stated that they have started the export production activities from April, 2013, presently exporting to Dubai and Sudan. The plant is new and will take some time to produce upto its capacity. They have lot of orders in hand and thus they require approval for trading of Biscuits and Confectionary.

The FOB value of exports for 5 year period is mentioned as Rs.223 lakhs with a NFE ofRs.67 lakhs. The proposal of trading activity was approved. Page 2 of 5

60.1.4 M/s. Rama Cylinders Pvt. Ltd., KASEZ: M/s. Rama Cylinders Pvt.Ltd. is an existing unit in KASEZ for manufacture of High Pressure Cylinders. They were also given the permission for trading activity of Castor oil.

Shri G.M.Reddy, General Manager appeared before the Committee. He stated that they have already commenced trading activity of castor oil and exported worth Rs.2 crores. Export of cylinder may take some more time due to restriction imposed by Pakistan. He requested for trading activity of following items. 60.1.5 M/s. Hwasti Chemical Pvt. Ltd., KASEZ:

60.1.6 M/s. Hindustan Oils & Industries, KASEZ:

M/s. Hindustan Oils & Industries is an existing unit KASEZ for manufacturing activity of Light Solvents, Fuel Oil, Light Fuel Oil, Light Viscosity, Base Oil, LDO and Rubber Process oil/Residue only for crude oil processing. Their present request is for addition of manufacturing activity of “vacuum distillation for reclamation of used oil”. Committee noted that the proposal was there in their original application and the same was not considered as the Asstt.Commissioner (Cus) was of the view that used oil is restricted item

Promoter came up for discussions. He has stated that as per the latest Notification issued by the Ministry of Environment and Forest, there is no requirement of NOC from Central Pollution Control Board and they have to obtain NOC from the State Pollution Control Board or Pollution Control Committee.

It was decided to obtain comments from the Asstt. Commissioner Customs before we consider their request.

It was clarified that MoC vide letter dated 16/9/2013 furnished a default list of 58 services, which may be permitted by all UACs as default authorized services. Chairman stated that 91 services are already approved by UAC of KASEZ and that there are about 500 odd units operating in various SEZs in Gujarat. It will be cumbersome for the UACs to entertain such requests individually. It was decided

that the issue be examined in its totality and taken up with DoC on points which may require their consideration.
