Minutes of the 49" meeting of Approval Committee held on 10/10/2011 at 15.30 hrs. at KASEZ, under the Chairpersonship of Shri Pravir Kumar, IAS, Development Commissioner, KASEZ.

49.1 Review/confirmation of the minutes of last meeting of the Approval Committee: Minutes of the last meeting of the Approval Committee were confirmed.

49.2.1 M/s. Mayank Kala, Gandhidham:

The proposal was for setting up a unit for service activity of software development, Data Entry Services and BPO/KPO Services. Mr. Mayank Kala, Promoter appeared for interview and put forth the following:

• » Proposal is for web designing and software development activities.

• They have been providing such services abroad since 2005.

• SEZ unit is being proposed to get various benefits of SEZ.

• » Employment planned is 10.

• Project cost of Rs.2.75 lakhs would be met from promoter’s own contribution

• Area required 1000 sq.fts.

Observation/clarification of the Committee:

• FOB value of exports projected for 5 year period is Rs. 96.00 lakh with a NFE of Rs.95.25 lakh. =

• » Committee approved the proposal in-principle, subject to standard terms and conditions. Formal LOA would be issued only after allotment of premises (WL-1).

49.2.2 M/s. Harish Processors Pvt. Ltd., KASEZ.

Proposal was for setting up of a unit for manufacture of polymer filled compound and master batch. Mr. Harish Chaturani, Director appeared for interview ad put forth the following:-

• Itis an existing unit in Kandla SEZ.

• » 70% of the raw material i.e. talcum powders, would be procured domestically and the remaining i.e. agglomerates would be used out of recycled plastic. They are already manufacturing agglomerates from recycled plastics. If the virgin granules are required, same would be procured from Reliance or would be imported.

• » Regarding the negative NFE of the unit for current block of 5 years, it was stated that due to fire in their factory some time back, they could not export the goods as the same were damaged in the fire. He further stated that within six months’ time they would become NFE positive.

• They would utilize their existing premises. > Project would generate employment for 25 persons.

Observations/clarifications of the Committee:

• FOB value of exports projected for 5 year period is Rs.4885.22 lakh with a NFE of Rs.4772.91 lakh.

• The Promoter was asked to increase his exports and turn NFE positive within six months’ time, to which he agreed.

• » The Promoter was also informed that the approval shall be subject to the policy on recycling of plastic, to be announced by the Government from time to time for SEZ units. Accordingly, the proposal was approved subject to standard terms and conditions and also subject to the policy/guidelines issued by the Central Government from time to time. They would also take environmental clearance/permission from MoEF, as necessary. Ce Page 2 of 4

> No additional allotment of premises will be considered.

49.2.3 International Warehousing & Trading, KASEZ:

The Committee noted that the unit had been issued LOA for warehousing service activity and trading activity. Their present request was for broad banding for storage of chemical and solvent falling under ch.27 & 29 of ITC HS Classification. The Committee noted that in the last Approval Committee meeting such proposals were deferred as some of the projects carried anti-dumping duty and while clearance to DTA, anti-dumping duty has to be paid by the unit. Addl. Commissioner (Customs) wanted some time to study as to how diversion and mis-declaration could be avoided. The Committee noted that at present KASEZ did not have any facility of its own for testing the Chemicals and it would be difficult for KASEZ Customs officials to test and check the exact nature of the Chemical being exported or transferred to DTA. Therefore, the request of the unit for broad banding was deferred.

49.2.4 M/s.Vijay Tanks & Vessels Pvt. Ltd., KASEZ:

M/s. Vijay Tanks & Vessels Pvt. Ltd. are approved for manufacture of fabricated tank materials, assembling of storage tanks, bins, Hoppers, special equipments like heaters, columns, heat exchangers-tube bundles. Unit has applied for change of name of the company from M/s. Vijay Tanks & Vessels Ltd. to M/s. Vijay Tanks and Vessels Pvt. Ltd. They have submitted a copy of Certificate of Incorporation issued by the Registrar of Companies effecting the above. Therefore, the Committee approved their proposal for change of name from M/s. Vijay Tanks & Vessels Ltd. to M/s. Vijay Tanks and Vessels Pvt. Ltd.

49.3 Ratification of Broad Banding/Change of Name permissions:

Committee noted the broad banding permission and change of name/constitution to the following units:oes

(1) M/s.Zug Bearings Pvt. Ltd.:-

The Committee noted the broad banding permission given to M/s. Zug Bearings Pvt. Ltd. for undertakingtrading activity of items mentioned in LOA for specific period i.e. upto 30/11/2011.

(2) M/s. Lizer Cylinders Ltd.:-

The Committee noted the broad banding permission given to M/s. Lizer Cylinders Ltd. for undertaking trading activity of Cylinders, Automobile Locks, CNG Regulator Assembly and CNG Kits and spares. Meeting ended with avote ofthanks to all present. 00
