PUBLIC NOTICE 202 Subject; Invitation of Applications for the Online Examination to be held under Regulation 6 of the Customs Brokers Licensing Regulations, 2018 by the National Academy of Customs, Indirect taxes and Narcotics (NACIN), Faridabad - reg. Attention of all concerned is invited to the Notice /Advertisement dated 25.08.2025 issued by the National Academy of Customs, Indirect Taxes & Narcotics, Palasamundram, NH-44, Gorantla Mandal, Shri Sathya Sai Dist, Andra Pradesh - 515251 for Customs Brokers Examination, 2026 attached as Annexure-I to this Public Notice. The written examination of the Customs Brokers Licensing Examination, for the Year 2026, shall be conducted by NACIN in the month of March-2026 at designated examination centers across India.

2. Eligibility:

Only persons who is fulfilling the eligibility conditions mentioned under Regulation 5 of the CBLR,2018, as amended, are eligible to appear for the examination.

3. Application Procedure:

Applicants shall submit the online application through the Customs Brokers Licensing Management System (CBLMS) portal (https://cblms.gov.in) for the “F Category Exam & Licence” from 14.10.2025 to 13.11.2025 (up to 2400 hrs).

Applications submitted by post or any mode other than online shall not be accepted.

Applicants must carefully select the correct Policy Section corresponding to the jurisdiction where they intend to conduct business. The list of Policy Sections is available under the ‘Contact Us’ tab on the CBLMS portal.

Each applicant can submit the application only once. Applications must be

filled completely and accurately, as incomplete applications shall be summarily rejected.

Applicants not already registered on the portal must first complete registration. Detailed User Manuals, titled “User Manual for F Category Exam and License Application (Part I &II)”, are available under Knowledge Center — Help Manual & FAQs on the CBLMS portal.

4. Examination Fee:

A non-refundable fee of Rs.500/- (Rupees five hundred only) shall be paid either: (i) online through the CBLMS application form, or (ii) manually at the concerned Policy Section, with the copy of the challan uploaded in the online application.

Applications submitted without successful fee payment shall be rejected.

  1. Advisory on Submission: Applicants are advised not to wait until the last date to submit their applications to avoid network congestion or technical issues.

6. Written Examination Details:

The syllabus for the written examination is prescribed under Regulation 6(7) of the CBLR, 2018, as amended. Candidates qualifying in the written examination shall appear for an oral examination as per Regulation 6.

7. Facilities for Persons with Benchmark Disabilities:

Attention is invited to the Guidelines dated 29.08.2018 issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice and Empowerment, and circulated by CBIC vide letter dated 10.10.2018. Eligible candidates with benchmark disabilities who wish to avail the benefit of these guidelines must indicate their eligibility and willingness, duly supported by documentary evidence, at the time of application to enable suitable arrangements by the examination authorities.

8. Admit Card and Exam Instructions:

aa A dummy/practice question paper will be made available on the CBIC and NACIN websites under Examination ~ Customs Broker— Practice Test prior to the exam.

The admit card will be available for download on the said portal and will also be sent to eligible candidates by e-mail at least 12 days before the date of See examination.

Candidates must carry a printed copy of the admit card along with a valid photo identity proof (Aadhaar, PAN, Passport, or Driving Licence) to the examination centre. Entry without these documents will not be permitted.

  1. Details such as the list of examination centers, instructions for candidates, helpline contact details, and other relevant information will be published under the said Examination tab.

Successful candidates will be intimated separately for the oral examination

10. Important Caution:

Any candidate found indulging in unfair means, impersonation, or violation of examination rules shall be disqualified and debarred from future examinations.

Further, if any declaration, signature, or document furnished by the candidate is found to be false, incorrect, or forged at any stage—before or after the examination, or after grant of licence—the application shall be rejected or licence cancelled, and appropriate proceedings shall be initiated under the CBLR, 2018 (as amended) and other applicable laws.

This notice is issued in the interest of transparency and uniformity in the process of Customs Broker licensing across all jurisdictions.
