CIRCULAR
Subject: Norms and manner of reporting for the International Branch Campuses of Foreign Universities in the GIFT-IFSC - regarding
Reference may be drawn to the International Financial Services Centres Authority (Setting up and Operation of International Branch Campuses and Offshore Education Centres) Regulations, 2022 (the “Regulations”) issued by the International Financial Services Centres Authority (“Authority”), in particular regulation 15, which inter-alia mandates the submission of an annual report by the IBC.
- In this regard, it has been decided to specify the norms and manner of annual reporting by an IBC set up in the IFSC by a Foreign University, to the Authority, as follows:
_ (a). The IBC shall submit the requisite information annually, in the specified format available at https://ifsca.gov.in/Download{ile/Index. (b). The information at (a) above in relation to the operations of the IBC shall be submitted in an editable Excel workbook, while the Annexures may be submitted in portable document format (PDF). (c). The IBC shall simultaneously submit an undertaking, duly signed by its authorised person, affirming that the information submitted is true, complete and accurate. (d). The IBC shall submit the requisite information within a period of thirty (30) days from the date of closure ofAcademic Year i.e., the period ending on 31* day of March every year.

ae Details relating to ‘Graduation Outcomes’ specified in Section B of Table 1.3 shall be submitted within thirty (30) days from the date on which degrees, diplomas or certificates are formally issued by the foreign university/Parent Entity to the students. This Circular is issued in exercise of the powers conferred by section 12 of the International Financial Services Centres Authority Act, 2019, read with regulation 15 of the Regulations, and shall come into force with immediate effect.
