NOTIFICATION TO ALL MEMBERS and MEMBERS OF THE COMMITTEE OF ADMINISTRATION (COA) OF THE GEM AND JEWELLERY EXPORT PROMOTION COUNCIL (henceforth referred to as “Council”) FOR 2025
Subject: Draw of Lots for Reservation Categories – CoA Elections 2025 of the
Council.
Dear Members,
This is in reference to the notice issued on 10th July 2025 regarding finalization of the
voter list.
Members may take note of the following:
I. RETIRING MEMBERS ELIGIBLE FOR RE-ELECTION
As per Article 24.2(a) of the Articles of Association (AoA), the following members who
have completed three (3) years are eligible to contest the forthcoming elections. If elected,
they shall serve a further term of three (3) years before being subject to a two (2) year
cooling-off period:

In accordance with Article 18.1 of the Articles of Association, these vacancies were filled by the Committee of Administration until the upcoming Annual General Meeting (AGM). Members appointed in these casual vacancies are eligible to contest the current election. If elected, they will serve a full term of six (6) years followed by a two (2) year cooling- off period:-

As per the above, the vacancies of 10 members are more than 1/3rd of the total number
of members of CoA. Hence elections for no more positions will be held in forthcoming
elections.
IV. RESERVATION UNDER ARTICLE 24.3
i)
As per Article 24.3(a) At least one third of the seats for the elected members of the
Committee shall be reserved for representatives of MSMEs.
ii)
As per Article 24.3(b) In addition, at least one third of the seats for elected members
of the Committee shall be reserved for exporters who fall within the category of export
houses, trading houses, star-trading houses and entities granted similar status for the
purpose of the Foreign Trade Policy that is in force at the time.

iii) As per Article 24.3(c) At least three seats (for COA with a size up to 20 members) or
five seats (for COA with a size of beyond 20 members), shall be reserved for
categories of women entrepreneurs (minimum one), startups, young entrepreneurs
(less than 40 years of age as on 31st March of the year of election); or North
Eastern/Hill Regions to ensure their suitable representation in the Committee
iv) The positions of Chairman and Vice Chairman shall not be subject to reservation as
the same was clarified in the Election 2024.
v)
As per Article 24.3 of the Articles of Association, reservation shall apply only to the
ten (10) vacant positions. The proportional vertical and horizontal reservations for
these positions shall be determined through draw of lots.
vi) If any reserved category has fewer than five (5) Ordinary eligible members, such
category shall not be included in the draw of lots.
vii) The drawing of lots for special category reservations (i.e., Women Entrepreneurs
(WE), Young Entrepreneurs (YE), Start-ups, Northeast, and Hill Region) shall be
conducted for two Seats.

In view of the above, you may note that the process for drawing of lots shall be conducted on Monday,21st July 2025 at 10.30 AM through Hybrid mode i.e. (Physical as well as Online) at Ground Floor, Convention Hall, Tower C, Bharat Diamond Bourse, G Block, Bandra Kurla Complex, Bandra (East), Mumbai 400051 by the undersigned in the capacity of Returning Officer, as appointed on June 21, 2025 by the CoA of Council vide Article 24.7(b) of the AoA and under the supervision of the Observer as appointed by DoC vide Article 9.1(c) of the AoA through a letter dated July 1, 2025 for the purpose of determining the distribution of vacancies into different categories of reservation as mandated by the AoA of Council.
