In continuation to our circular GJC/101/M&R/RNW/2023-24 dt. 6st March 2024, you are requested to note that as per the provisions of the Council’s Memorandum & Articles of Association, your membership with the Council for the Financial Year 2024-25 is due for renewal on or before 30th April 2024. Members may further note that the renewal of RCMC will also be due for renewal which are expiring on 31st March 2024. Hence members are advised to initiate the procedure of submitting application to the DGFT portal of e-RCMC platform for renewal of RCMC immediately after the renewal of membership is completed.

The renewal process will simultaneously start from all Council offices at Head Office, Mumbai, Northern Regional Office, Delhi, Eastern Regional Office Kolkata, Rajasthan Regional Office, Jaipur, Gujarat Regional Office, Surat and Southern Regional Office, Chennai.

In alignment with this practice, GJEPC is implementing the declaration of exports and imports during the membership renewal process for the upcoming fiscal year. Kindly note that during the renewal of your membership for FY 2024-25, upon logging into your account, you will find an added feature of HSN Code alongside each export/import item. It is imperative that you input the relevant HSN Code for each item accordingly.(Click on HS-Code-List- new.pdf (gjepc.org) ) B. Elections of CoA (Important point to note) Members may note that the electoral roll for CoA election of GJEPC is prepared every alternate year.
The names of only those Members whose membership is renewed on or before 30th April 2024, will be enrolled in the Electoral Roll in the panel as chosen by the member. Update the authorized representative, email & mobile number, if it has changed, to get all relevant information from the Council on time. You note that GJEPC communicates all communication through digital mode ONLY.

The Membership Fees for the financial year 2024-25 is payable according to the export performance of the financial year 2023-24.

The Membership Fees for the financial year 2024-25 is payable according to the export performance of the financial year 2023-24. The details of the Membership fees effective from 1st April 2024 and the guidelines for membership renewal are provided in ANNEXURE–1 (Procedure for Payment of fees) and ANNEXURE– 2 (Membership Fees & General Rules & Regulations) as under-.

The procedure for payment of membership fees is online. Fees to be directly transferred online via payment gateway, NEFT/RTGS/IMPS to the bank as indicated on the challan which will be available on the website through your dashboard. The existing members of the Council can use their username and password provided earlier to login in the Membership Section on www.gjepc.org. Members may send the acknowledgment of payment via email (membership@gjepcindia.com) for faster processing or upload through the option available through their online dashboard.

Members opting for payment through Debit/ Credit card may note that applicable convenience charges will be borne by them based on the charges levied by service providers.

Members who are opting for payment through transfer (RTGS/NEFT/IMPS) are requested to first fill the online challan on dashboard and then transfer the fee amount.

Micro Members will not eligible for benefits like participation in IIJS shows and discount in visitor registration fee. They will only be eligible for getting all digital information.
GJEPC Associate and Members will be eligible for getting IIJS visitor registration on discounted amount for all the phases.

Members are also requested to check their GST numbers and PAN number given in the communication form on their own online dashboard. Correction, if any, may be communicated or in case of non-submission of document, may please be submitted to respective GJEPC offices.

D. Council’s Membership Certificate

Members are also requested to note that since January 2015 the Council has implemented online membership process, so that members can take the printout of digitally signed membership certificate online once the membership is issued.
Similar to previous years, the online software will enable the members to submit their application for renewal of membership for the financial year 2024-25 through the Council’s website www.gjepc.org from 1st April onwards.

E. Compulsory membership of Council for issuance/endorsement of KP certificate

It may be noted that vide notification no. 43/2015-20 dated 22.11.2021 of DGFT, registration as member of GJEPC has been made compulsory for import/export of rough diamonds in/out of India respectively.
Hence for getting any KP Certificate issued/endorsed for exports/imports of rough diamonds the same may be provided only on renewal of membership by existing members.

Members are further requested to renew their membership on or before 30th April 2024 to continue avail the KP Certification facilities and smooth unhindered services pertaining to the exhibitions & other facilities extended by the Council to its members.

सदèय Úयान दɅ Ǒक जीजेईपीसी के सीओए चुनाव के िलए मतदाता सूची हर दूसरे वष[ तैयार कȧ जाती है। केवल उÛहȣं सदèयɉ के नाम, ǔजनकȧ सदèयता 30 अĤैल 2024 को या उससे पहले नवीनीकृत हुई है, सदèय Ʈारा चुने गए पैनल मɅ मतदाता सूची मɅ नामांǑकत Ǒकए जाएंगे। पǐरषद से सभी Ĥासंिगक जानकारȣ समय पर ĤाƯ करने के िलए, यǑद अिधकृत Ĥितिनिध, ईमेल और मोबाइल नंबर मɅ यǑद कोई बदलाव Ǒकया गया है तो तो उसे अपडेट करɅ। सदèय Úयान दɅ Ǒक जीजेईपीसी सभी कàयुिनकेशन केवल Ǒडǔजटल मोड के माÚयम से करता है।

सदèयɉ से यह भी अनुरोध Ǒकया जाता है Ǒक वे Úयान दɅ Ǒक जनवरȣ 2015 से पǐरषद ने ऑनलाइन सदèयता ĤǑĐया लागू कȧ है, ताǑक सदèय सदèयता जारȣ होने के बाद Ǒडǔजटल हèता¢ǐरत सदèयता Ĥमाणपğ का ǒĤंटआउट ऑनलाइन ले सकɅ ।

ǒपछले वषɟ कȧ तरह, ऑनलाइन सॉÝटवेयर सदèयɉ को 1 अĤैल से पǐरषद कȧ वेबसाइट www.gjepc.org के माÚयम से ǒवƣीय वष[ 2024-25 के िलए सदèयता के नवीनीकरण के िलए अपना आवेदन जमा करने मɅ स¢म करेगा।

ई. केपी Ĥमाणपğ जारȣ करने/अनुमोदन के िलए पǐरषद कȧ अिनवाय[ सदèयता

सभी सदèय Úयान दɅ Ǒक अिधसूचना सं.

माÚयम से ǒवƣीय वष[ 2024-25 के िलए सदèयता के नवीनीकरण के िलए अपना आवेदन जमा करने मɅ स¢म करेगा।

ई. केपी Ĥमाणपğ जारȣ करने/अनुमोदन के िलए पǐरषद कȧ अिनवाय[ सदèयता

सभी सदèय Úयान दɅ Ǒक अिधसूचना सं. डȣजीएफटȣ के 43/2015-20 Ǒदनांक 22.11.2021 के अनुसार, भारत के अंदर/बाहर रफ डायमंड के आयात/िनया[त के िलए जीजेईपीसी के सदèय के Ǿप मɅ पंजीकरण अिनवाय[ कर Ǒदया गया है। इसिलए रफ डायमंड के िनया[त/आयात के िलए जारȣ/समिथ[त कोई भी केपी Ĥमाणपğ ĤाƯ करने के िलए इसे केवल मौजूदा सदèयɉ Ʈारा सदèयता के नवीनीकरण पर हȣ Ĥदान Ǒकया जा सकता है।

सदèयɉ से अनुरोध है Ǒक वे केपी Ĥमाणन सुǒवधाओं और पǐरषद Ʈारा अपने सदèयɉ को दȣ जाने वाली एÈजीǒबशन और अÛय सुǒवधाओं से संबंिधत सुचाǾ िनबा[ध सेवाओं का लाभ उठाना जारȣ रखने के िलए 30 अĤैल 2024 को या उससे पहले अपनी सदèयता को नवीनीकृत करɅ।

सदèयɉ से यह भी अनुरोध Ǒकया जाता है Ǒक वे सदèयता के नवीनीकरण और बेहतर सेवाओं के िलए Ǒहंदȣ/अंĒेजी मɅ उपलÞध जीजेईपीसी मोबाइल एǔÜलकेशन डाउनलोड करɅ।

ANNEXURE – 1

Procedure for remittance of Membership Fee for renewal

Members are requested to follow the guidelines given below carefully in their own interest and in case of any difficulty you may contact the Council immediately.

Acknowledgment receipt of the payment made through online mode (RTGS/NEFT/IMPS) require to submit either online or through email to the Council’s office.
2. Members are requested to keep photocopy of the Challan for their own record.

Payment Challan must be filled in and completed fully without leaving any column blank.

Declaration of exports/imports through members dashboard will be treated as self-declaration through electronic mode without signature, and every such self-declaration shall be construed to be true & valid by the Council and thus relied upon for dissemination under an order of the Govt. authority or like body. The Members explicitly agrees to indemnify and keep the Council indemnified, safe and harmless from and against any and all third-party claims arising out of such dissemination of the declaration or the declared quantum of export/import, if the same turns out to be untrue and /or is the subject matter of the indemnification.

Membership fee is required to be paid on the basis of f.o.b.

4 Outstanding payment: It may be further noted that any and all outstanding payment(s) from a member towards the Council, will be seriously viewed while renewing the membership of the concerned entity for the financial year 2024-25, unless justified to the satisfaction of the Council.
In this context, please be informed that payments towards the Council shall be deemed to be outstanding, if the same is due and payable to the Council and is outstanding for more than 3 (three) months from the date of Invoice raised by the Council and the Council’s decision in this behalf shall be deemed to be final, if no discrepancy/dispute with respect to such invoiced amount was brought to the Council’s notice within 30 (thirty) days from the date of every such invoice.

deemed to be valid for only that particular entity which has renewed its membership and whose name reflects on the membership renewal form and the receipt challan.
For the avoidance of any doubt, it is hereby clarified that the relevant facilities of the Council shall be extended only to those members whose name reflects on the Membership Renewal Form, Fees challan, Membership Certificate, and thus, it is pertinent that each entity under a group should renew its members pursuant to the terms specified herein.

Non-submission of Renewal application: In the absence of renewal of membership, the firm will NOT be permitted to enjoy various privileges offered by the Council pursuant to the Article 11.1 & 11.2 of Memorandum & Articles of Association and such activities & facilities open for participation to the Council Members as under:
a. Participation in any event/ exhibitions in India/abroad;
b. Participation in trade Delegations abroad;
c. Participation in Buyer Seller Meets;
d. Nomination for Annual Awards;
e. Receipt of Solitaire International, other publications & Circulars;
f. Recommendation letter for visa
g. Permissions for participating in foreign exhibitions, Export Promotion Tours, Display of Branded Jewellery abroad etc. as per Para 4.46 of FTP 2015-20

GENERAL RULES & REGULATIONS

CLAUSES OF MEMORANDUM & ARTICLES OF ASSOCIATION REGARDING MEMBERSHIP RULES

3. CATEGORIES OF MEMBERS, AND ELIGIBILITY FOR MEMBERSHIP

3.1 Members
The number of members which the Council proposes to be is 10,000 members, but Committee of Administration may, from time to time, whenever the Council or activities of the Council require, register an increase in the number of members. Such person as the Committee shall admit to membership shall be members of the Council.

3.2 Categories of members of the Council
The Council shall have the following categories of members, namely.
A. Associate Members
B. Members

3.3 Associate Member
A person shall be eligible for admission to the Council as an Associate Member, on receiving the Import- Export Code Number from the Director General of Foreign Trade, Government of India, in respect of the product with which the Council is concerned.

3.4 Member
In order to be eligible for Ordinary Membership of the Council, a person must satisfy the following requirements, namely:
a) He, or the entity represented by him, must have been an Associate Member of the Council for at least three years.

b) He, or the entity represented by him, must have, to his or its credit, during the three financial years immediately preceding, average exports in respect of the product, of not less than the amount mentioned below:
c) (i) Micro, Small or Medium Enterprises (MSME) Rs. 10 lakhs (ii) Others Rs. 25 lakhs

8. DISQUALIFICATIONS FOR MEMBERSHIP OF COUNCIL

8.1 Disqualification
A person shall be disqualified for being, or for continuing, as a member of the council if:
a) He/she is found to be of unsound mind by a competent court;
b) He/she applies to be adjudicated as, or is adjudicated as, an insolvent;
c) He/she is convicted by a court of an offence involving moral turpitude and is sentenced, on such conviction, to imprisonment for not less than six months;
d) He/She, or any firm in which he is a partner, or any private company of which he is a Director, Commits a violation of section 184 or section 185 of the Act;
e) He/She, is convicted of an offence under Section 447 of the Act;

f) He/she ceases to be a member of the entity which he represents, or such entity ceases to be a member of the Council; or

8.2 Removal by the Committee

The Committee may, after giving a member reasonable opportunity of hearing, remove the name of that member from the Register of Members, either for a specified period or indefinitely:

a) if he has violated any condition for membership or
b) if he has been in arrears in regard to the payment of membership fee or of any other amounts due from him to the Council for more than six months; or
c) if he has been guilty of disorderly conduct at meetings of the Council or of the Committee:

d) if he has otherwise been guilty of conduct unbecoming of a member; or
e) if he has become disqualified under article 8.1.

If a member (Member or Associate) fails to pay his annual subscription by the 30th April of the year for which it has become due, then
a) he shall not be entitled to exercise any right or privilege as such member and
b) the committee may suspend his membership, which suspension shall remain operative until he pays the arrears, and the Committee accepts in writing such arrears and restores his membership after revoking his suspension.

Introduction and Accessing DGFT Portal DGFT has launched e-RCMC module as part of IT Revamp project to deliver seamless experience for the Importers and Exporters. This document will act as the user guide for Importer and Exporter working on the e-RCMC module available on https://www.dgft.gov.in. Features of the current e-RCMC module are summarized as below:

 Soft Launch of Electronic Filing of Registration Cum Membership Certificate (RCMC) / Registration Certificate (RC) through the Common Digital Platform w.e.f. 6 December 2021 vide Trade Notice No. 27/2021-2022 Dated 30.11.2021.  Transition Period of 3 Months i.e., up to Feb. 2022 or until further orders.

 Electronic (Paper less & contact less) and Real-Time Issuance of Certificate.

 Single Source of Information – IEC Details are auto-authenticated and common across the Trade Ecosystem.  CBDT and MCA Integration in-built in the System – For PAN/DIN Details Auto-validation in Exporters IEC Profile.  Auto-generation of Invoice by the System.

To Login on Directorate General Foreign Trade (DGFT) portal you would require: a) Internet Connection b) Valid User ID and password provided to log in Then proceed with the following steps.

1. Visit the DGFT website and proceed with Login by entering the user ID, Password and captcha then click on the Login button to log into the system.

2. Registration-cum Membership Certificate

Registration-Cum-Membership Certificate (RCMC) is a certificate that validates an exporter dealing with products registered with an agency/ organization that are authorised by the Indian Government. While applying for RCMC, an exporter has to declare his main line of business in the application. The exporter is required to obtain RCMC from the Council which is concerned with the product of his main line of business.

2.1. Issuance of Registration-cum Membership Certificate Applicant will register on DGFT Website https://www.dgft.gov.in as Importer/Exporter to access the Common Digital Platform.

Steps to apply for for Issuance of RCMC on the DGFT website are as follows.

1. Navigate to https://www.dgft.gov.in.

2. Click on Login button on top right corner of webpage.

3. Enter the User Name, Password and CAPTCHA Code and click on Login.

4. Navigate to Services > e-RCMC > Apply for e-RCMC.

5. The following screen will be displayed.

c. Select Authorised Representatives / Department Heads / Contact Persons for the Councils and click on Add Details button to save the details.

d. Select Other Information under this select the countries to which the Company is Exporting and click on Save & Next.

Applicant after filling all the details now proceed to Attach Documents under Attachments Section by uploading the document from Computer folder then clicking on Upload Attachments and finally Save & Next.

Now under the Declaration section read all the Declaration Lines.

13. Click the Check box as acceptance of declaration and Enter the Place and then Save & Next.

System would show the filled application along with documents uploaded under Application Summary. Applicant would go ahead with the signing process by clicking Sign button.

15. After that Click Payment for RCMC.

Clicking Submit Applicant will see Payment Response Page with Transaction ID then again click Submit.

2.2. Amendment of Registration-cum Membership Certificate An active RCMC holder can amend the Issued RCMC. Application details previously filled at the time of issuance of RCMC, would be available in system and prepopulated in the form. Steps to apply for Amendment of RCMC on the DGFT website are as follows

1. Navigate to Services > e-RCMC > Amendment for RCMC.

2. Click on Start Fresh Application or else to continue with Draft Application select and click on Proceed With Existing Application.

3. Navigate to Services > e-RCMC > Amendment for RCMC.

2.3. Renewal of Registration-cum Membership Certificate. Only users with RCMC issued earlier shall be able to apply for renewal of the RCMC. RCMC details would be available in system and prepopulated in the form as per the application at the time of issuance/amendment which ever has the latest details. Renewal of the RCMC can be available for only those Certificates which are expired.
