Dear All,

A. PREPARATION OF FIRST ELECTORAL ROLLS

This is with reference to the Elections to the Committee of Administration (CoA) for the term 2022-24 proposed to be completed by 31% August 2022 with reduced timelines. Ordinary Members of the Council ‘whose name appear in the Council’s Register of Members as on 31* March, 2022 and have paid in full Annual Membership Subscription, along with the declaration of exports of gem and jewellery items, for the immediately preceding financial year (i.e. from 1° April 21 to 31% March 22), duly filled in and signed by the proprietor/ partner/ director, as the case may be, are eligible to be the Voter Members of the Council for the Elections to the CoA for the term 2022-24, as per the Council’s current Election Rule 5 (c).

Accordingly, a list of such voters has been compiled Region wise and Panel wise in a form of an Electoral Roll which has been posted on the Council’s website (www.gjepc.org) for verification by the Voter Members. In accordance to Rule 5(a) of the Election rules of the Council, an Ordinary Member whose subscription for renewal of membership has not been received by the Council on or before the 30™ April of the current financial year shall not be eligible to stand for election or entitled to vote, in terms of Articles 13.1 of the Articles of Association of the Council.

Based on the provisions of Article 11.1 (a) of the Articles of Association of the Council, only those Ordinary members have the right to avail facilities provided by the Council who do not have any arrears payable to the Council on 1* April in the year of voting.

The Ordinary Members may verify whether the same is in order and, if their name is not included in the list of voters, they may, within 15 (fifteen days from the date of this Notification, apply in writing to the Election Authority vide email to election@ajepcindia.com along with the documentary proof evidencing payment of annual membership on or before 30" April 2022, for FY 2022-23 for the purpose of inclusion of their entity in the list of voters.

B. CHANGE OF PANEL REGISTRATION WiTH COUNCIL

In terms of the amended Election Rules of the Council, following new three panels have been created in the Council and the associated seat representation to each Panel in the CoA is mentioned below.

Based on the directive of the MoC&lI and affirmation of the same by the General body of the Council, as the above three panels have been newly introduced in the Council from the current term, they have been exempted in the current Election Process from the mandatory eligibility condition of consideration of Average Export Turnover for three years which is provided under Rule 4.2 (c) of the Election Rules of the Council.

As such, Voter members of the Council as per Rule 5 (a) read with Rule 5 (c) of the Election Rules are hereby given an option to change their existing Panel within a period of 15 days of the date of this communication by submitting a written request vide email to election@ajepcindia.com on or before 06.00 pm on Tuesday 26" July 2022. Such change of Panel Request may be made by submitting the form duly signed and stamped by the member as attached herewith at ANNEXURE IIT from the email id which is registered with GJEPC in its membership records.

C.[PREPARATION] OF FINAL VOTER LIST

Members may note that the status with regards to the Panels of the Ordinary Members has been mentioned as per current available records with the Council and may change based on such requisitions as may be received by the Council as mentioned above or receipt of such documentary proofs from members as solicited in above section.

The notification for final list of voters after revision / correction will be displayed on the notice board of the Election authority and at the Council’s Head Office and Regional Offices, as well.

Address of Election Authority & Regional Election Authorities is enclosed hereto at ANNEXURE I for your reference and record whereas the list of GJEPC’s Regional Offices is provided herewith at ANNEXURE II.

Members may note that for the Election process for the term 2022-24, all the circulars /notifications/voters list etc by the Election Authority will be sent by e-mail from the e-mail id election@gjepcindia.com to the e-mail ids of authorised person as given in the voters list.

The voter members may also note that as directed by MoC&I, New Delhi, the Elections will be conducted through online electronic voting system. The final election rules and the procedure for voting will be circulated to members by e-mail and will be uploaded on Council's website www.gjepc.org in due course.
