Dear Member/s,
As you are aware that the Council has been working hard to ease the process, logistics and compliances for enabling gems and jewellery exporters take the eCommerce route for doing retail exports which is the new opportunity that has emerged during Pandemic . These efforts are started bearing fruits with the clarification issued by CBIC in November 2020 thereby clarifying on the exportability of gems and jewellery through courier mode. Post lifting of recent lockdown across the country, the Council is confident to receive all remaining facilitations very soon.
While working on this, it was discovered that as per the Circular No. 20 of 2004 of the Bureau of Civil Aviation Security (BCAS), Ministry of Civil Aviation was restricting movement of gems and jewellery in courier bags and unaccompanied consignments forwarded by courier companies.
With the concerted efforts of the Council, BCAS on 9th June 2021 has issued an addendum to the above referred circular thereby replacing "Currency, Gold, Silver, Jewellery and any other precious or semi-precious items" with "Currency, Gold and Silver". This will further facilitate movement of gems and jewellery in courier mode. The said addendum is attached herewith for reference.
