Subject: Complete Ban on the Export of Ammonium Nitrate
(AN) - Regarding. Madam/Sir, Reference is invited to the CBIC Instruction dated 05.03.2014 and letter dated 24.06.2025, issued from file No. F. No. 450/37/2014-Cus.IV and Order dated 18.03.2026, issued from file No. 13015/4/2020- EXPLOSIVE [E-41433] (copy attached) by the Explosive Section, DPIIT, Ministry of Commerce, on the above subject. 2. In view the current geopolitical tensions in the Middle East and to ensure adequate Ammonium Nitrate (AN) supply for uninterrupted coal production in India, it has been decided to impose complete ban on the export of Ammonium Nitrate. It is, further, conveyed that all the licenses issued by PESO for export of AN shall be kept in abeyance and no new license for export of AN under the Ammonium Nitrate Rules, 2012 shall be issued by PESO with immediate effect and until further orders.

In view of the above, it is requested that necessary action may
be taken to sensitize officers under your jurisdiction for strict compliance of the aforesaid export policy conditions.
