## Subject: Advance Authorizations and EPCG Licenses which are closedl
surrenderedl redeemed at DGFT module but are still unredeemed at Customs

1. The attention of the trade is invited to the public notice 39/2023 dated 19.08.2023
and 66/2023 dated 07.11.2023 issued by this office. The Advance Authorization and
EPCG License module of the Obligation Management System (OMS) is already in
operation since 19.08.2023 at website http://oms.accmumbai.gov.in. The system has
enabled expeditious registration! cancellation! monitoring of Authorizations, proper
safekeeping ofrecords and provide an option to the trade to complete the registration!

without visiting the
office. At present all registration!
cancellation are being done through the online module only.
2. A list of Advance Authorizations (325) and EPCG Licenses (322) which are closed!
surrendered! redeemed at DGFT module has been received but as per our records
their corresponding bonds are not yet closed at Customs INBOM4 end. The list is
attached with this Public Notice as Annexure-A and Annexure-B respectively. As per
our records, the Authorization Holders have not submitted proof of EODC in these
cases for cancellation ofBonds/ BGs.
3. Some references have been received where Authorization holders wanted to know the
procedure for cancellation of such bonds through online module.
4. The existing OMS system available at website http://oms.accmumbai.gov.in provides
online module for cancellation ofBondIBG after receipt ofEODC.

stages to get BondIBG cancellation on the case:
(i) Registering Advance Authorization / EPCG License ifnot already registered on
OMS as prescribed in the P.N. 66/2023(copy attached)

(ii) Upload the application with a copy ofEODC through portal followmg the steps
as below:
(a) Use the Cancellation Menu and submit relevant details and documents asked by
the website as shown below.

(b) The application for cancellation submitted by the mc holder goes directly to the
Customs officer but the application submitted by CHA is sent to the mc holder for
verification. For the time being the status ofthe file is shown in the My History
menu under Approval pending applications as pending to CHA user

(d) Officers would cancel the AAlEPCG on OMS and return the bond or BG.

All the Advance Authorization / EPCG holders whose name figures in the Annexure-A
& Annexure-B are requested to follow the above procedure to get the Bond/BG cancelled
using online module and without visiting the office.
6.
In case any Bond/BG relating to the AA/EPCG mentioned in the Annexures is already
cancelled, the authorization holders can infonn it on email deec.accmum@gov.in or
epcg.accmum@gov.in for updating ofthe records.
7.
Any difficulty noticed in the implementation of the Public Notice may be brought to
the notice ofthe undersigned.
8.
Further, any grievance can be brought to the notice of the Grievance Redressal Cell
in terms ofPublic Notice 57/2023-24 dated 17.10.2023 at rtisevottam-expacc@gov.in.
