Gem & Jewellery Export Promotion Council vide letter Ref. No : NIL dated 29.04.2025 has authorized M/s. Bharat Diamond Bourse to operate and manage the said area, Now, in exercise of the powers conferred on me under Section 45(1) and 141 (2) of the Customs Act, 1962, I, Nilank Kumar, Commissioner of Customs (General), Mumbai Zone III,hereby appoint M/s. Bharat Diamond Bourse to be the Custodian of the imported goods received at ‘the transit warehouse’ until these are carried at other Customs area specified for clearance under home consumption or are warehoused or are transshipped in accordance with the provision of Chapter VIII of the Customs Act , 1962.

Bharat Diamond Bourse will also be the Custodian of the Export Cargo brought into ‘the transit warehouse’ till their exportation through an international passenger in accordance with the procedure described vide Circular No. 09/2025- Customs dated 28.03.2025. Further, in exercise of the powers conferred on me under Regulation 10 of the “Handling of Cargo in Customs Areas Regulations 2009″. I, Nilank Kumar, Commissioner of Customs (General), Mumbai Zone III, hereby approve M/s. Bharat Diamond Bourse as a ‘Customs Cargo Services Provider’ for the abovementioned ‘transit warehouse’ subject to following conditions:

  1. The Custodian M/s. Bharat Diamond Bourse approved as Customs Cargo Services Provider for the said ‘transit warehouse’ shall abide by all the provisions of The Customs Act, 1962 and the rules of the “Handling of Cargo in Customs Areas Regulations 2009″, other regulations, notifications, orders issued there under.
  2. The appointment is only for the operations as mentioned in the SOP issued with respect to procedure for import / export of Gems & Jewellery through personal carriage annexed to this Public Notice.

Any deviation shall result in seizing the custodianship in accordance with the HCCAR, 2009. Any difficulty in following the SOP may be brought to the notice of undersigned for suitable amendments. 5. The Custodian M/s. Bharat Diamond Bourse shall pay the charges of Mot and/ or Cost Recovery for the staff being utilized at the transit point as per SOP annexed to this PN. 6. The Commissioner of Customs (General) shall have the Right to review the approval as ‘Customs Cargo Services Provider’ before the completion of two years for failure to comply with any of the Regulations of the “Handling of Cargo in Customs Areas Regulations 2009 or as per the directions of the Government of India. ANNEXURE TO PN NO 30/ 10.07.2025 SOP FOR IMPORT/EXPORT THROUGH PERSONAL HAND CARRIAGE for strong room of M/s. Bharat Diamond Bourse at the CSMI Airport, Departure Section. Attention is invited to the Board’s Circular No. 09/2025 – Customs dated 28.03.2025 for streamlining and simplification of procedure for personal carriage of commercial cargo, especially for export/ import of gems and jewellery and for samples & prototypes along with Advisory No. 22/2025 dated 29/04/2025 in Customs category issued by Directorate General of Systems and Data Management (DGoS), and a Standing Order No. 01/2025-26 dt. 29/04/2025 issued by the office of the Chief Commissioner of Customs, Mumbai Zone III, and SOP for Import/Export through Personal Hand Carriage, dated 30.04.2025 issued by the O/o Pr. Commissioner of Customs, CSMIA Airport, Mumbai Zone- III detailing the procedure for Export and Import through personal carriage mode in Mumbai Customs, Zone- III. An officer shall be posted at the strong room of M/s. Bharat Diamond Bourse at the CSMI Airport, Departure Section allotted on Cost Recovery Basis.(Mentioned as SBDB Officer for sake of brevity).  This SOP is only for personal carriage of commercial cargo, especially for export/ import of gems, jewellery, samples & prototypes to be assessed & cleared through PCCCC only.

Commissioner of Customs, CSMIA Airport, Mumbai Zone-III.  Following Procedure shall be adopted at the strong room of M/s. Bharat Diamond Bourse at the CSMI Airport, Departure Section. PROCEDURE FOR GEMS & JEWELLERY I. Import through Personal carriage mode: 1.1 The importer intending to import through personal carriage mode, shall file the Bill of Entry (B/E) prior to arrival appropriately indicating “Personal carriage” and self- assess duty, giving the required details including e-ticket no., PNR number, Flight No., Passenger name, passport number, the Importer – Exporter Code (IEC), AD Code. This B/E will be filed at the Precious Cargo Customs Clearance Centre, Mumbai (PCCCC). The location code of PCCCC, Mumbai is INDPC4. 1.2 In case of re-import of goods, taken out earlier for exhibition etc., details of export such as Shipping Bill (S/B) number shall also be mentioned in this B/E. 1.3 The B/E filed in advance shall be verified by the PCCCC officer, as per the extant procedure. 1.4 At the time of arrival, the passenger shall report at the Counter no. 5 & 6, Red Channel at the airport arrival hall, make a declaration in the Customs Baggage Declaration Form and submit a request for temporary detention of imported goods brought in personal carriage in the format given in Appendix-I attached with Circular No. 09/2025-Customs dated 28.03.2025, by providing additional details such as e- ticket no., PNR number, the importer's IEC (Import Export Code), details of goods, HS Code etc. The PCG batch DC/AC shall assign the work to an officer for the said counters in Daily Postings Order (DPO). 1.5 The Customs officer at the Counter shall match the details with the passenger manifest and electronically make a cargo arrival report containing above details submitted by the passenger. 1.6 On submission of the request for temporary detention by the passenger along with the goods, the packages shall be allowed detention by the Customs officer at the airport. Once allowed, the import parcel shall be sealed with Customs seal and deposited in the Custom’s DS-I warehouse, along with a copy of Appendix-I and detention receipt will be issued to the passenger.   1.7 Next day morning, the SBDB Officer will receive the packages from DS-I and deposit them in the strong room of M/s.

Bharat Diamond Bourse Warehouse for this purpose, incorporating all the details as mentioned in Appendix-I for gems and jewellery. He will also enter the details in the Bill of Entry about receiving the package (Similar to registration officer).  1.8 For taking the goods to PCCCC, an escort officer provided by the Pr. Commissioner/Commissioner of Customs (APSC) shall approach M/s. Bharat Diamond Bourse Warehouse. The SBDB Officer shall handover the package/s to the escort officer from PCCCC, who shall receive the sealed package and acknowledge the receipt of package by signing with name & designation on the BDB register and appropriate entries in the register mentioned in 1.6 above. 1.9 Thereafter the goods shall be moved under Customs escort to the place designated by the Pr. Commissioner/Commissioner of Customs (APSC) at the Import Hall, PCCCC and cleared as per rules & regulations as normal cargo imported in PCCCC. .   II. Export through Personal carriage mode: 2.1    The goods for which Let Export Order (i.e. LEO) has been accorded as per the procedure mentioned in Standing Order 11/2025-26 dated 30.04.2025 will be packed & sealed in Customs seal in PCCCC.

Receipt in original will need to be presented by the passenger at the time of departure.  2.2 The sealed parcel from Precious Cargo Customs Clearance Centre, Mumbai (PCCCC) shall be brought to the strong room of BDB at the CSMI Airport, Departure Section under preventive Escort by an escort officer provided by the Pr. Commissioner/Commissioner of Customs (APSC) under Transit Document. The escort officer shall handover the sealed parcel, along with duly filled copy of Appendix-I and Shipping Bill to the SBDB Officer. The sealed package shall be deposited at the BDB warehouse in the airport. The SBDB Officer shall acknowledge the receipt on transit documents.  2.3   On the date of departure, the passenger should arrive early keeping sufficient time (at least 2 hours in addition to time specified by airlines for check-in) and bring the original copy of detention receipt. He shall approach strong room of M/s.

The SBDB Officer will also verify the said details in ICES 1.5 system. The SBDB Officer shall verify his true credentials viz. ID card issued by the exporter, Aadhar card, PAN card, latest office/residential address etc. If required, customs officer deputed at BDB Warehouse may ask any additional document with the approval of the in-charge DC/AC. The SBDB Officer will handover the sealed parcel to passenger and obtain receipt on the register. 2.4   The SBDB Officer will then escort the passenger/s from along with sealed package till he boards the flight. 2.5   The departure of the passenger shall be confirmed through the passenger manifest filed by the airline and the SBDB Officer shall confirm the export on 1.5 System in strong room of M/s. Bharat Diamond Bourse at the CSMI Airport, Departure Section by entering flight details, Boarding Pass number etc.  2.6   If, for any reason, the details of the flight are changed, the exporter will get the Shipping Bill amended in PCCCC as per existing law and procedure.
