Subject: Implementation of All India Air Transhipment Message fillings

and new All India Transhipment Bond for Air-to- Air and Air-to-ICD Trans-shipment in imports at ICEGATE. Attention of all the transhipment permission holder/Trade /Importers is invited to earlier Public Notices issued time to time in favour of various transhipment holders as notified by various public notices, wherein procedure was specified for Transhipment of Imported goods from International Air Cargo Complex, Sahar, Andheri (East), Mumbai to other Ports or Air Cargo Complex. 2. As per the requirement of various stakeholders and in consultation with Board, a new bond type 'TA' (Transhipment Air Global) has been implemented in ICES for transhipment of imported goods from one Air Customs site to another Air customs site and from one Air customs site to an ICD. The carriers/airliners are required to register new bond type 'TA' bond at any Air Customs port and the same bond can be used for transhipment of cargo at all other Air Customs EDI ports. The Bond/BG will be debited at the time of Transhipment Permit approval by the officer at the Gateway port and the same will be re-credited at the time of Gate in at the destination port. 3. It is informed that there is an existing proVision of 'TP bond' for transhipment, which is a local bond and is required to be registered at a Customs port and can be used for transhipment of cargo from that port to any other port. Further, corresponding changes has been done in the Air Transhipment messages as well. The salient features of the procedure to be followed are given below for familiarization of various stakeholders: - 5.1. The main steps to be carried out in entire process would be as follows: Step 1- Bond registration at any Customs port (including Gateway port). Step 11- IGM submission at Gateway port. Step III CTM (Cargo Transhipment Manifest) Request submission at Gateway port. Step IV - TP (Transhipment Permission) Request submission at Gateway port with new bond type 'TA'. Step V - Approval of TP request under ACT role in ICES at Gateway port. Step VI-Gate Out under IFO role in ICES at Gateway port. Step VII - Gate In at destination Customs port (Bond re-credit). Step VIII-BE Submission at destination port. 6. Further, CBIC has enabled filing of Air Transhipment (ATP) messages on ICEGATE, whereby the registered users can file the ATP ED! messages via Email or Web Upload in ICEGATE. 7. The existing facility of filing at the Service Centre would continue without change.

The new processes incorporated in the Air Transhipment Module of ICEGATE is as under': (i) Filing of Cargo Transfer Manifest (CTM) by the user at ICEGATE. (ii) Approval of CTM in ICES and communication of the outcome to the user through ICEGATE. (iii) Filing of Request for Cancellation of CTM by the user at ICEGATE.

The users are advised to use .IN or in as file extension while filing messages through Web Upload or E-mail in the ATP module at ICEGATE. 11.
