Kind attention is invited to CBIC Circular No. 35/2020 Customs dated 10.8.2020 issued vide F.No.401/21/2020-Cus.III and Office Memorandum dated 15.07.2020 issued vide F. No. L-llOllO/26/2019-Trade(E-14194) by Ministry of Fisheries, Animal Husbandry & Dairying, Department ofAnimal Husbandry & Dairying (DAHD) prescribing . procedure for import of Live Animals in general and also for import ofpets (only Dogs and Cats) as BaggagelPersonal imports by Passengers. I I 2. In view of increased number of passengers carrying pets, the following procedure as detailed in Board's Circular No. 35/2020 Customs dated 10.8.2020 in various scenarios such as import of pets (dogs/cats) by passengers under Transfer of Residence under Baggage Rules 2016, Re-import of pets (dogs/cats) by the passengers and pets (dogs/cats) brought by the passengers for short stay should be strictly followed by all Passengers/Carriers/Airlines to ensure smoother and quicker clearance. Sl. Scenario No. 1 Maximum of2 Pets (only dog and cat) brought with passengers eligible and availing Transfer of Residence after 2 years stay abroad Procedure to be adopted before arrival I. Passenger to ensure eligibility about transfer of residence under Baggage Rules, 2016. 2. Passenger to obtain Veterinary Health Certificate from Country of Export. 3. Passenger to apply for advance No Objection Certificate (NOC) to Animal Qunrnntine and Certil1cntion Servioes (AQCS) and obtain the same. 4. Airline will not lift the live animals tmtil advance No Objection Certificate (NOC) from Animal

Airline will not lift the live animals until advance No Objection Certificate (NOC) from Animal Quarantine and Certification Services (AQCS) is obtained by the passenger. 3 All cases other than those mentioned at Sl. 1 & 2 above including:

1. Importer to obtain Veterinary Health Certificate from Country ofExport. I i. Pets brought by the passengers for short stay.

Import of Commercial Dogs for Commercial purpose (For 'R&D) purpose with recommendation ofCommittee for the Purpose of Control and Supervision ofExperiments on Animals (CPCSEA)/ Security Ipurpose). 2. Importer to obtain Import License from Directorate General ofForeign Trade (DGFT). 3. Passenger to apply for advance No Objection Certificate (NOC) to Animal Quarantine and Certification Services (AQCS) and obtain the same. 4. Airline will not lift the live animals until advance No Objection Certificate (NOC) fro~ Animal Quaranline and Certifi~ation Services (AQCS) IS obtained by the passenger. 3 All Airlines and carriers are directed not to take on Board any Passenger carrying Pets (CatJDog) without the requisite documents as per the given scenarios mentioned at Para 2. 4. Further, register incorporating all the above details in the format at Annexure-A should be mandatorily made and maintained in Passenger Clearance Groups (pCG) batches .. 5. This Public Notice should be considered as Standing Order for the concerned officers and staffof Customs, CSMI Airport. 6. All Airlines and Airlines Associations are required to take note of the above necessary compliance. Violation of conditions prescribed for import of pets stipulated in
