a. Proposal : Proposal dated 04.11.2025 submitted by M/s. Khed Economic Infrastructure Pvt. Ltd., located at Village Nimgaon, Tal. Khed, Dist. Pune, 410505 for approval of List of Material to be procured by the SEZ Developer, for authorized operation of Special Economic Zone (SEZ). b. Specific Issue on which decision of AC is required: -
Approval for List of material required by Developer to carry out default authorized operations as per Instruction No.50 & 54 approved by Board of Approval in terms letter No.F.2/86/2006-EPZ dated 02.01.2009, totally valued at Rs. 15,82,470/-. c. Relevant provisions of SEZ Act, 2005 & Rules, 2006/Instruction/
Notification :- As per Rule 12(2) of SEZ Rules, 2006 “ The Developer shall make an application, after obtaining approval for the authorized operation under rule 9, to the Development Commissioner, along with the list of goods and services, including machinery, equipments and construction material required for the authorized operations, duly certified by a Chartered Engineer for approval by the Approval Committee”. d. TOTAL 18,67,314.60 Detail List of Material is as follows: M/s. Khed Economic Infrastructure Pvt. Ltd. has been granted Letter of Approval No. F.2/86/2006-EPZ dated 02.01.2009. The developer has submitted List of Materials duly certified by the Chartered Engineer (Name- Mr. Prashant S. Dashputre, Registration No. M-134446-8 dated 05.09.2007) for authorized operations in respect of the SEZ area, located at M/s Khed Economic Infrastructure Pvt. Ltd., Village Nimgaon, Tal. Khed, Dist. Pune, 410505. The Developer has informed that they are taking up construction of precast boundary wall work (in SEZ Area Project) through Contractor M/s. Harshita Enterprises, as an authorized operation. The total value of said materials is Rs. 15,82,470.00/-.

The Specified Officer after verifying the List of materials has ascertained and certified that these items are required for the Developer’s default authorized operations and approval sought for list of materials is in order and therefore same may be approved.
The report states the below details: The developer has submitted the list of material (indigenous goods) valued at Rs. 15,82,470/- required to develop boundary wall in the premises of M/s. Khed Economic Infrastructure Pvt. Ltd. Further, the developer has enclosed a Chartered Certificate firm viz. P. S. Dasputre & Associates, Pune with Ref. No- CEC/HE/CEC/2025-26/01/ dated 24.10.2025 signed by Chartered Engineer namely Shri Prashant S. Dashputre (Registration No. M- 134446-8 dated 05.09.2007) wherein, amongst other it is certified that the goods mentioned in list of material with estimated cost of 15,82,470/- are required to develop the SEZ project site. Further, the estimated duty foregone in the subject goods works out to Rs. 2,84,844.60. Further, the Bond Balance of the developer as on the date of application is Rs. 5 Crores and is sufficient for the subject procurement. e. Recommendation: Approval Committee may consider the request of the Developer for approval of list of material as per Rule 12(2) of SEZ Rules, 2006.
