885 (पुRष -585, मिहलाएँ -300) 2228 (पुRष-1503, मिहलाएँ -725) एज(डा आइटम नंबर 04: मेसस हेसवेयर टेनोलॉजीज लिमटेड (LOA NO 04) के लए Fदशन क$ िनगरानी। यूिनट का F8ताव िवचार के लए अनुमोदन सिम-त के सामने रखा गया। िवचार-िवमश के बाद, सिम-त ने 2 Tलॉक अव-ध यानी िव1ीय वष 2012-13 से 2021-22 और तीसरे Tलॉक अव-ध यानी 2022-23 से 2026-27 के 02 साल (F.Y 2022-23 & 2023-2024 ) के लए यूिनट के Fदशन को नोट िकया।

यूिनट ने 1st Tलॉक अव-ध यािन िव1ीय वष 2012-13 से 2016-17 के दौरान Rपये 213.95 करोड़ के अपे- त िनयात के मुकाबले Rपये 149.71 करोड़ का िनयात राज8व FाX िकया है और Rपये 148.73 करोड़ का सकाराYमक एनएफई हासल िकया जो िक संचयी आधार पर 99.35% है । यूिनट ने 2nd Tलॉक अव-ध यािन िव1ीय वष 2017-18 से 2021-22 के दौरान Rपये 417.36 करोड़ के अपे- त िनयात के मुकाबले Rपये 342.50 करोड़ का िनयात राज8व FाX िकया है और Rपये 326.76 करोड़ का सकाराYमक एनएफई हासल िकया जो िक संचयी आधार पर 95.40% है । यूिनट ने 3rd Tलॉक अव-ध म( पहले 2 वषZ म( यानी िव1ीय वष 2022-23 से 2023-24 के दौरान Rपये 172.15 करोड़ के अनुमािनत िनयात के मुकाबले Rपये 203.83 करोड़ का िनयात राज8व FाX िकया है और Rपये 175.18 करोड़ का सकाराYमक एनएफई हासल िकया जो िक संचयी आधार पर 85.94 % है। यूिनट ने 238 रोजगार (पुRष-166 एवं मिहला-72) FाX िकया ह[। एज(डा आइटम नंबर 05: मेसस इ\फोसस बीपीएम लिमटेड, (एलओए नंबर 57) के लए Fदशन क$ िनगरानी। यूिनट का F8ताव िवचार के लए अनुमोदन सिम-त के सामने रखा गया। िवचार-िवमश के बाद, सिम-त ने यूिनट क$ कायFणाली को 05 साल के पहले Tलॉक अव-ध (यािन िव1ीय वष 2017-18 से 2021-22) के पाँचवे वष यानी िव1ीय वष 2021-22 के लए और दूसरी Tलॉक अव-ध (िव1ीय वष 2022-23 से 2026-27) के 2 वष यानी िव1ीय वष 2022-23 और 2023-2024 को एसईजेड िनयम, 2006 के िनयम 54 के तहत नोट िकया, जैसा िक नीचे िव8तार से िदया गया है:

यूिनट ने 1st Tलॉक अव-ध के पाँचवे वष यानी िव1ीय वष 2021-22 मे अनुमािनत िनयात Rपये 96.51 करोड़ के मुकाबले Rपये 101.06 करोड़ का िनयात राज8व FाX िकया है और Rपये 283.76 करोड़ का सकाराYमक एनएफई हासल िकया जो िक संचयी आधार पर 95.17% है । यूिनट ने 2nd Tलॉक अव-ध के 2 वषZ मे यानी िव1ीय वष 2022-23 और 2023-2024 मे अनुमािनत िनयात Rपये 205.61 करोड़ के मुकाबले Rपये 207.40 करोड़ का िनयात राज8व FाX िकया है और Rपये 180.35 करोड़ का सकाराYमक एनएफई हासल िकया जो िक संचयी आधार पर 86.96% है ।

एज(डा आइटम संSया 06 : मेसस वेMरटास सॉ]टवेयर टेनोलॉजीज इं-डया Fा.ल. के Fदशन क$ िनगरानी : यूिनट का F8ताव िवचार के लए अनुमोदन सिम-त के सामने रखा गया। िवचार-िवमश के बाद, सिम-त ने 1st Tलॉक अव-ध के 4 वषZ यािन िव1ीय वष 2020-21 से 2023-24 क$ यूिनट के Fदशन को SEZ िनयम, 2006 के िनयम 54 के तहत नोट िकया, जैसा िक नीचे िव8तार से िदया गया है:

यूिनट ने 1st Tलॉक अव-ध के 4 वषZ म( यािन िव1ीय वष 2020-21 से 2023-24 म( Rपये 266.60 करोड़ के अनुमािनत िनयात के मुकाबले Rपये 270.22 करोड़ का िनयात राज8व हासल िकया है । यूिनट ने िव1ीय वष 2023-24 तक Rपये 204.42 करोड़ का सकाराYमक एनएफई FाX िकया है, जो िक संचयी आधार पर 75.65% है। यूिनट ने 0 (पुRष -0, मिहला -0) का रोजगार हासल िकया है। इसलए अपनी िदनांक 09.09.2025 क$ Mरपोट म( इसका कारण िदया गया है - यूिनट ने सू-चत िकया है िक चूंिक NXTRA SEZ एक डेटा स(टर यूिनट होने के नाते एक \यूनतम जनशि! क$ आव^यकता है, और NXTRA SEZ यूिनट म( डेटा स(टर क$ ग-तिव-धयO को एक तीसरे प को आउटसोस िकया जाता है और इसलए NXTRA SEZ म( कोई कमचारी शािमल नहK है, और जो Fबंधन कंपनी के सम_ Fबंधन का &यान रखता है उसीमे एसटीपी, गैर एसटीपी और एसईजेड इकाइयां शािमल ह[। उ! Fबंधन पहले से ही एसटीपी पंजीकरण म( टैग िकया गया है और इसलए एसईजेड म( वतमान रोजगार शू\य है। यह देखा गया है िक यूिनट ने एक वष को छोड़कर िनधाMरत समय के भीतर APRs दायर नहK िकया है। फाइaलग म( उनक$ देरी का िववरण जैसा िक नीचे बताया गया है:

After deliberation, the committee noted the performance of the unit for 01 year i.e. FY 2021-22 out of 1 st block period of 5 years (i.e. 2017-18 to 2021-22) & 02 Years i.e. FY 2022-23 & FY 2023-2024 of 2 nd Block Period (FY 2022-23 to FY 2026-27) in terms of Rule 54 of SEZ Rules, 2006, as detailed below: The unit has achieved export revenue of Rs. 101.06 Crores as against projected export of Rs. 96.51 Crores & NFE achieved Rs. 283.76 Crores i.e. 95.17 % in fifth year of first block period. Agenda Item No. 06 : Monitoring of Performance for Veritas Software Technologies India Pvt Ltd : The proposal of the unit was placed before the Approval Committee for consideration. After deliberation, the committee noted the performance of the unit for 4 years of 1st Block (FY 2020-21 to FY 2023-24) in terms of Rule 54 of SEZ Rules, 2006, as detailed below: The unit has achieved export revenue of Rs. 270.22 Cr. against the projected export of Rs 266.60 Cr during 4 years of 1st Block period i.e FY 2020-21 to 2023-24. The unit has achieved positive NFE of Rs. 204.42 Cr. i.e. 75.65 % in FY 2023-24 on cumulative basis. The unit has achieved employment of 0 (Men-0, Women-0). SO in his report dated 09.09.2025 has given the reason - The unit has informed that since Nxtra SEZ being a data center unit there is a minimum manpower requirement, and the data center activities at Nxtra SEZ unit are outsourced to a third party and hence there are no employees tagged at Nxtra SEZ location and that broadly the management who takes care of overall management of the company includes STP, Non STP and SEZ units. The said management is already tagged in STP registration and hence current employment in SEZ is zero.

It has been observed that Unit has not filed APRs within stipulated time except one year. Details of their delay in filing is as mentioned below:

The unit has achieved positive NFE of Rs. 31519.65 Cr. i.e., 70.24 % in FY 2020-21 on cumulative basis. The unit has achieved export revenue of Rs. 57874.30 Cr. against the projected export of Rs 51863.59 Cr during 04 years i.e. FY 2021-22 to FY 2024-25 of 3rd Block period i.e. FY 2021-22 to 2025-26. The unit has achieved positive NFE of Rs. 43660.9 Cr. i.e., 75.44 % in FY 2024-25 on cumulative basis. The unit has achieved employment of 26898 (Men-16210 Women-10688) During the Approval Committee meeting held on 27.07.2021, the Committee directed the unit to revise the

APR for both the Block period to rectify the wrong amortization value considered and file the same in Hard copy as well as online System. The Unit has not adhered to the Committee’s direction. Further, with regards to higher import of Capital Goods Limit in the 2 nd Block period, the Committee was informed that as on date, the Unit has a balance of Rs. 55.79 Crores in their BLUT. As such, the Committee directed the unit to revise their projection for procurement of Capital goods as has been pointed out during the monitoring performance of the unit. Till date the unit has not adhered the directions of the Committee. Approval committee may kindly monitor the performance of the Unit for Fifth year i.e. FY 2020-21 of 2nd Block Period and 04 Years i.e. from FY 2021-22 to FY 2024-25, of 3rd Block Period (i.e. From FY 2021-22 to 2025-26), in terms of Rule 54 of SEZ Rules, 2006.
