The proposal of the M/s. Quadron Business Park Pvt Ltd, Developer for approval of additional service required for their authorized operations was placed before the Approval Committee in terms of Rule 10 of SEZ Rules, 2006. After due deliberation, the Committee is of opinion that the service requested by the Developer, namely Corporate Guarantee Services, falls within the ambit of Banking and Other Financial Services, which is already covered under the default list of approved services. However, for greater clarity and to avoid any ambiguity, the Committee approved the proposal of the Developer for inclusion of the said service as an additional service for authorised operations, subject to the condition that it shall be utilised exclusively for SEZ operations and not for any Domestic Tariff Area (DTA) activities.

SEEPZ/QUADRON -SEZ/TGBSLLP/11/2020-21/120 Dated 08.02.2021. (Original LOA) DCP : 01.07.2021 LOA valid till: 30.06.2026 Location: Upper Ground Floor, Block No Q3, M/s. Quadron Business Park Pvt Ltd.- SEZ, Plot No 28, Phase II, RGIP, Hinjewadi, Pune- 411057. Existing Block Period – FY 2021-22 to FY 2025-26. Reason for revision in projection:

1. The unit in their application stated that since the limit of Indigenous Services is exhausted. The unit has stated that in line with the compliance requirements related to indigenous services, they have filed the pending DSPF for the previous financial year. These were submitted in bulk to cover the entire backlog and have been duty approved and endorsed by the customs officer. Following this approval, the unit undertook a review of their bond utilization and observed that the available bond limit has been exhausted due to the cumulative effect of the bulk DSPF approval.
2. The unit has stated that they have securd several new contracts. These projects have significantly increased their operational scale and services requirements. They have also got a project from Tata Consultancy Services (TCS) this has contributed to growth in export volume and necessitated increased domestic services procument to support project execution.
3. Due to the above reason the exports have increased considerably. To maintain quality and timely delivery, the unit had to procure more support services from DTA vendors. The growth in projects and exports has let to rise in employment, which in turn has increased administrative overheads. These includes recruitment services, training, facilities management and related indigenous services.

e. Recommendation: The Approval Committee may consider the justification submitted by the unit for Enhancement of Indigenous Services limit in the 1st block period, along with the proposed revision in projections, in terms of Rule 19(2) of SEZ Rules, 2006.
