DG (Systems) vide letter dated 23.04.2025 (copy enclosed) informed that the Directorate has identified Mumbai (INBOMl) - where export messages under SCMTR, namely Sea Departure Manifest (SDM) and Sea Departure Notification (SDN), would be mandatory with effect form 29.04.2025, Accordingly, the existing Export General Manifest (EGM) filing will be discontinued at these location w.e.f. 29.04.2025. As you are aware, export incentives would be directly linked to the successful filing of SDM/SDN. 3. In view of the above, all stakeholders are advised to file the export messages for all vessels calling at Mumbai Port.

Kind reference is invited to Board Circular No. 10/2025-Customs and Notification No. 20/2025-Customs, both dated 28th March 2025, wherein the transitional provisions for the implementation of SCMTR were extended up to 31st May 2025. 2. In this context, it is informed that this Directorate has identified two ports-Goa (INMRMl) and Bombay (INBOM 1)-where export messages under SCMTR, namely Sea Departure Manifest (SOM) and Sea Departure Notification (SDN), would be made mandatory with effect from· 29.04.2025. Accordingly, the existing Export General Manifest (EGM) filing will be discontinued at these locations wef 29.04.2025. As you are aware, export incentives would be directly linked to the successful filing of SDM/SDN. 3. In view of the above, it is requested that the trade stakeholders be suitably informed of this transition and encouraged to undertake exhaustive filing of export messages for all vessels calling at the aforementioned ports, to ensure a smooth migration to the SCMTR regime. 4.
