Kind attention is invited to Public Notice No. 19/2024 dated 12.10.2024 and Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018, notified vide Notification No. 38/2018-Customs (NT) dated 11.05.2018, as amended and issued by Central Board of Indirect Taxes and Customs (CBIC), New Delhi in Supersession of Import Manifest (Vessels) Regulations 1971, Export Manifest Regulations, 1976 and Transportation of Goods (Through Foreign Territory) Regulations, 1965 and CBIC Notification NO, 97 / 2024 —~Customs (NT) dated 31.08.2024 and CBIC Circular No. 12/2024-Customs dated 31.08.2024.
2 The filing of the Arrival manifests and Departure Manifests for the Mumbai Port (New Customs House Zone-1) mandated from 16.10.2024 has been successfully launched. The transition to filing of the Sea Manifests from old manifests has been smooth and stakeholders have been able to file the manifest without any difficulties. The team of DG Systems officers stationed at the Mumbai Port (New Customs House Zone-1), from 14.10.2024 till the successful implementation of the regulations, was able to guide and resolve the issues of the stakeholders.

ns 5 It is pertinent to mention that stakeholders should diligently file their manifests well in advance of the arrival of their vessels. The technical issues faced, initially, have now been resolved by DG Systems. In case, stakeholders still face any difficulties the same may be taken up with DG Systems, New Delhi on email dg.sys@icegate.gov.in or with the facilitator Officers as per Public Notice No. 19/2024 dated 12.10.2024 (copy attached).
