Kind attention of Authorised Sea Carriers (including Shipping Lines), Authorised Sea Agents (Steamer Shipping Agent), Authorised Carriers (Transhipper), Terminal Operators, Custodians, Freight Forwarders, Importers, Exporters, Customs Brokers, Authorised Persons of all the above, associations and Federations representing the above persons and all other concerned stakeholders is invited to Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018, notified vide Notification No. 38/2018-Customs (NT) dated 11.05.2018, as amended and issued by Central Board of Indirect Taxes and Customs (CBIC), New Delhi in Supersession of Import Manifest (Vessels) Regulations 1971, Export Manifest Regulations, 1976 and Transportation of Goods (Through Foreign Territory) Regulations, 1965 and CBIC Notification NO. 57/2024 –Customs (NT) dated 31.08.2024 and CBIC Circular No. 12/2024-Customs dated 31.08.2024.
The filing of the Arrival manifests and Departure Manifests for the Mumbai Port (New Customs House Zone-1) has been mandated from 16.10.2024. It is pertinent to mention that the stakeholders need to be registered for SCMTR filing on ICEGATE as per the regulations. Accordingly, the stakeholders are advised to register themselves on time before the implementation to avoid last-minute glitches.

In view of the implementation on 16.10.2024, all the stakeholders are now informed that a team of officers from DG Systems will be available in the New Customs House (at Conference Hall, 2nd Floor) from 14.10.2024 to 17.10.2024, to attend to the issues being faced while filling the SAM.
All stakeholders whose vessels are arriving on 16.10.2024 onwards are requested to start filing Sea Arrival Manifest (SAM) and subsequent Manifests from 12.10.2024 itself and the errors or issues faced by them while filling the same may be brought to the notice of the DG Systems team available in the Customs House.
As per the Public Notice no. 10/2024 dated 30.07.2024 and Public Notice No. 14/2024 dated 03.09.2024, a group of facilitator officers has been formed and active stakeholders have been allotted to each officer (As per Annexure). It is advised that the stakeholders may take up their issues directly with the facilitator officer and/or visit the team of DG Systems officers stationed at the Conference Room, 2nd Floor, New Customs House.
