Kind attention of Authorized Sea Carriers (Including Shipping Lines), Authorized Sea Agents (Steamer/Shipping Agents), Authorized Carriers (Transhippers), Terminal Operators, Custodians, Freight Forwarders, Importers, Exporters, Customs Brokers, Authorized Persons of all the above, Associations and Federations representing the above persons, and all other concerned stakeholders is invited to Sea Cargo Manifest and Transshipment Regulations (SCMTR), 2018 notified vide Notification No. 38/2018-Customs (N.T.) dated 11.05.2018, as amended, and issued by Central Board of Indirect Taxes & Customs (CBIC), New Delhi in supersession of Import Manifest (Vessels) Regulations, 1971, Export Manifest Regulations, 1976 and Transportation of Goods (Through Foreign Territory) Regulations, 1965 and CBIC Notification 57/2024- Customs (N.T.) dated 31.08.2024 and CBIC Circular No. 12/2024Customs dated 31.08.2024.

Attention is also invited to the Public Notice No. 10/2024 dated 30.07.2024 issued by this office (copy enclosed) in this regard. 3; The SCMTR seeks to bring about transparency, predictability of movement, advance collection of information for expeditious Customs clearance. The regulations stipulate the obligations, the roles and responsibilities, for the various stakeholders involved in the movement of imported/exported goods. The regulations also specify the changes to the formats and timelines for filing the manifest declarations. Board Circular No. 43/2020-Customs dated 30.09.2020 has elaborated more on the above aspects. 4.

As the transitional provision under Regulation 15 (2), the old formats have continued to be accepted, thereby giving sufficient time for complying with the new formats in a phased manner. 5. The DGoS is issuing various guidelines related to the registration process and filing requirements under the new Sea Cargo Manifest and Transshipment Regulations (SCMTR) for different stakeholders such as Shipping Lines, Freight Forwarders, Trans-shippers etc., who are integral to __ the implementation of the said regulations. The same are made available at www.|cegate.gov.in -> Advisories - >SCMTR.

: “EO Further, it has now been decided by the Competent Authority to

implement SCMTR in terms of the Notification No. 57/2024-Customs (N.T.) dated 315¢ August, 2024 and CBIC Circular 12/2024 dated 31.08.2024 and | that the date for implementation of the SCMTR in INBOM1 Port is 16.10.2024. Therefore, filing of manifests in the new format as per SCMTR will become mandatory w.e.f. 16.10.2024. In light of this, the stakeholders are advised to start filling the manifests immediately in the new format without any further delay so as to acquaint themselves with the new system which shall become mandatory w.e.f. 16.10.2024.

Sub: Facilitation for filing of E-manifests under SCMTR Regulation 2018- reg.

Attention of all the Authorized Sea Carriers (ASC), Authorized Sea Agents (ASA), ATP (Authorized Transhipper), other entities/stakeholders and member of the Trade in the jurisdiction of Mumbai Zone-l, New Customs House, Ballard Estate, Mumbai, is invited to the Sea Cargo Manifest Transhipment Regulations 2018 (SCMTR 2018).

2. In this connection, it has been observed that despite numerous efforts for handholding the concerned entities and address the difficulties faced by them, the filing of e-manifests (SAM (Sea Arrival Manifest), SEI (Sea Entry Inwards), CSN (Cargo Summary Notification), SDM (Sea Departure Manifest) and SDN (Sea Departure Notification) and CIM-AR (Customs Inland Manifest Arrival), CIMDP (Customs Inland Manifest- Departure)] under SCMTR 2018 is significantly low due to repetitive errors resulting in faulty filing. It is to be noted that CBIC has decided final preparatory phase for migration into new system from 31st August 2024 onwards.

3. In order to further facilitate and ensure error, free filing of e-manifests, all the ASC/ASA/Transhipper registered/operating under the jurisdiction of Mumbai Zone-| are allocated to Deputy/Assistantnotice. Commissioner of Customs (Facilitators) as mentioned in Annexure-A to this Public

4, In this regard, all the allocated ASC/ASA/Transhipper are advised to acquaint themselves with the common repetitive errors received while filing the €-manifests and intimate the concerned Deputy/Assistant Commissioner of Customs about the success/failure of such filings and difficulties faced if any before the arrival of the vessel. Also, they shall approach the concerned Deputy/Assistantr Commissioner of Customs, In case of any Benuine difficulty faced with errors related to system, if any, for further escalation with DG Systems. 5. The Deputy/Assistant Commissioner of Customs will ensure thar all the allotted ASC/ASA/Transhipper under them are filing e-manifests. They should escalate the system related Errors that are not resolved locally in filing e-manifests to Deputy Director, 0G Systems under Intimatlon to Joint Commissioner, EDI.
