With the issue of the Customs (Electronic Cash Ledger) Regulations, 2022 (ECLR) vide Notification No. 20/2022-Customs (N.T) dated 30.03.2022, the statutory provisions of section 51A came into force on 01.06.2022. However, all the deposits classes were exempted till 31.03.2023, vide Notification No. 47/2022-Customs (NT) dt. 31.05.2022, as amended. Further, vide Circular No. 09/2023-Cus dated 30.03.2023, the Board has enabled ECL in phases from 01.04.2023. However, on enabling the said provisions, in some instances, grievances from trade have been received that after payment of the duty the same is not being reflected in ICES and Out of Charge is not getting effected by the ICES. 2. In view of the above, in order to facilitate the trade and to keep a check on dwell time, it has been decided that in case of import of Liquid Bulk Cargo/ Perishable Goods/Life Saving Goods, where the payment of the duty has been done but the same is not being reflected in ICES, the docks officer with the prior approval of Mrs.

In those cases where importers are not able to pay duty through RTGS/NEFT or the duty payment made is not reflecting properly, with production of evidence thereof, the manual ex-bond bill of entry filing would also be allowed on a case to case basis and duty in such cases would be accepted through Demand Draft payable 4. D.C. (Docks) arnd D.C. (Division), are directed to maintain a register of such cases of import of Liquid Bulk Cargo/Perishable Goods/Life Saving Goods kept in each cluster/division of Docks. At the end of each day, D.C. (Docks) and D.C. (Division) in-charge of each cluster/ division shall forward the report to Appraising Main (Import-II) of such cases. 5. The Appraising Main (Import-II) on receipt of such reports, will verify the payments with the concerned banks on the following working day. After verification of the payment such entries shall be struck off from the Docks register as well as Appraising Main (Import-II) database and the manual Out of Charge shall be regularized in the ICES system latest by 30.04.2023.
