OFFICE OF THE COMMISSIONER OF CUSTOMS (EXPORT)
EDI SECTION, 1ST FLOOR, NEW BUILDING,
NEW CUSTOM HOUSE, BALLARD ESTATE, MUMBAI- 400001
F. No. S/1-09/2019-20 EDI Date: 18.08.2020
Public Notice No: 51/2020 DIN No:202008770000001OF883
Subject: Streamlining of Unit Quantity Codes (UQCs) in Bills
of Entry and Shipping Bills
Kind attention of all the Importers, Exporters, Custom Brokers
and all other stakeholders is invited CBIC Advisory No 29/2020 dated
17.08.2020 issued by Directorate General of Systems, ICES on the
above-mentioned subject wherein Board had undertaken an exercise
towards standardization of Unit Quantity Codes (UQCs) for purposes
of export / import declarations filed on EDI.
2.
It is noted that many importers and exporters use UQCs like BGS
(Bags), BTL (Bottle), BOX, CTN (Carton), GGR (Gross), HPT (Hopper
Ton), KPC (Kilo Parse), ODD and DRM(Drum) etc. which are neither
stipulated in the Customs Tariff Act nor prevalent in the normal
business transactions. These nonconvertible/inappropriate Unit
Quantity Codes (UQCs) lead to a poor quality of data capture and
related implications.
3.
As a first measure, declaration of quantities in Statistical UQCs
(SQCs) as prescribed under the Tariff Act have been made mandatory
in both imports (since Feb 2019) and exports (since Feb 2020) for every
item in addition to the quantities declared in the commercial units as
per the invoice. The SQC declarations are being captured in the Single
Window table of the Bills of Entry and Shipping Bills.
In order to further improve data quality, even among the
commercial Unit Quantity Codes (UQCs) declared for the items as per
the invoice, henceforth only codes as mentioned in the Annexure
attached would be permitted in Bills of Entry/Shipping Bills.
Declarations in any other UQC will not be accepted.
5.
The above changes will come into effect from 20.08.2020.
6.
Action to be taken in terms of decisions conveyed in this Public
Notice should be considered as Standing Order for the purpose of
officers.
