PUBLIC NOTICE NO. 29/2020 Sub: In partial modification of Public Notice no. 21/2020 dated 03.04.2020 namely “Measure to facilitate trade during the lockdown period – section 143AA of the Customs Act, 1962” - reg.

Kind attention of all the importers, exporters, Customs Brokers and all other stakeholders is invited to the CBIC Board Circular No. 17/2020-Customs dated 03.04.2020 issued vide F. No. 473/02/2020-LC and Public Notice No. 21/2020 dated 03.04.2020 on the above mentioned subject whereby relaxation was given to accept an undertaking in lieu of a bond required during Customs clearance upto 30.04.2020. Now attention is being invited to Board Circular No. 21/2020-Customs dated 21.04.2020 issued vide F. No. 473/02/2020-LC on the above mentioned subject. 2. In light of the recent announcement by the Government extending the lockdown till 03.05.2020 and taking into consideration that it might take sometime after the end of the lockdown for the situation to normalize, the Board has decided to further extend the facility of accepting undertaking in lieu of Bond for the period till 15.05.2020.
3. While the above-referred lockdown is presently in force till 03.05.2020, considering that the importer/ exporter may find it difficult to comply with requirement of furnishing bond for some more time thereafter till the situation normalizes, the said relaxation shall be available up to 30.05.2020. This relaxation shall however be subject to review by the Board at the end of the lockdown period.

3.1 Furthermore, the undertaking in lieu of Bond is to be submitted by the registered mail ID of the IEC holder or their authorized Customs Broker. 3.2 All the Importers and Custom Brokers are requested to upload Undertaking on e-Sanchit also.
4. With the exception of above mentioned para i.e. Para 3, all other conditions underlined in Public Notice No. 21/2020 dated 03.04.2020 stand as they are. 5. Importers /Exporters availing this facility shall ensure that the undertaking furnished in lieu of bond is duly replaced with a proper bond before the stipulated period i.e. 30.05.2020. Customs field formations shall maintain a record of all cases of relaxation allowed by them.
6. In case of any difficulty, the specific issue may be brought to the notice of ADC/JC, Import-I, NCH, Mumbai or ADC/JC, ICD, Mulund. Sd/-
