Subject: PUC/PCN methodology in the anti-dumping investigation concerning imports
of Sublimation Paper originating in or exported from China PR and Korea RP
Attention of all interested parties is invited to the above-mentioned investigation initiated vide Notification F. No. 6/41/2025-DGTR, dated 29th September 2025. The non- confidential version of the application filed by the domestic industry was intimated to all interested parties.
Whereby the domestic industry had proposed the following PCN methodology, which was notified in the Initiation Notification.
SN PCN Parameter Code 1 GSM upto 34 A 2 GSM including and more than 34 but upto and including 40 B 3 GSM more than 40 C
Further, the Authority had considered the the unit of measurement as square meters for the present investigation.
One exporter from Korea RP, namely Hansol Paper Co., Ltd. (Hansol), filed submissions dated 12th November 2025, requesting as follows. a. The standard unit of measurement for the investigation be considered as kg / MT.
b. In case the authority does not change the unit, the Authority should consider further bifurcation in PCN methodology, between 40-58 GSM, 58-81 GSM and 81 GSM.
The domestic industry has disputed the request of Hansol. Inter alia, the domestic industry has explained that the consideration of kg as a unit of measurement would lead to distortion of costs and prices, particularly for lower GSMs. While the domestic industry has claimed that there is no need for further bifurcation, it has no objection to further bifurcation within PCN methodology.
The Authority held a meeting on 28th January 2026, wherein both parties were allowed to explain their submissions.
In light of the comments received from the interest parties and after careful examination of the same, the Authority confirms the unit of measurement as square meters and determines the following PCN methodology for the present investigation –
