Subject: Final PUC & PCN methodology in the anti-dumping investigation concerning
imports of Linear Low-Density Polyethylene (“LLDPE”) from State of Kuwait, Malaysia, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia and the United Arab Emirates.

The subject investigation was initiated vide notification no. F. No. 6/26/2025-DGTR dated June 30, 2025. Subsequent to the initiation, letters were sent to all the known interested parties containing details about various submissions, including the opportunity to submit their comments on the scope of the product under consideration (PUC) and propose product control numbers (PCNs), if any.

The Authority received comments from interested parties regarding product scope and PCN methodology.

The Authority held a meeting on August 04, 2025, with the interested parties who made submissions within the stipulated deadline for discussion on the scope of the PUC and PCN methodology in the subject investigation.

After examination of the comments received from the interested parties and discussion held during the meeting, the scope of the product under consideration is as below:
“The product under consideration (hereinafter referred to as “PUC”) in the present investigation is Linear Low-Density Polyethylene, having density of 908.4 to 940.4 kg/m3 (hereinafter also referred to as “subject goods”).
LLDPE is a copolymer of ethylene and other alkenes such as butene, hexene or octene. This results in an essentially linear chain arrangement, with the comonomer (i.e. the butene, hexene or octene) forming short, regular chains on the main carbon backbone. It is a colourless, non-flammable, non-reactive solid with no odour. It is primarily used in raw material for plastic processing industry to make a variety of products such as packaging films, profiles, wire & cable, extrusion coating, rotational moulded, product, hi-now grades for injection moulding, master batches etc.”
- Further, based on the examination of submissions received from the interested parties, the Authority hereby adopts the PCN methodology as mentioned in the table below:

In view of the above, all interested parties are requested to file their respective questionnaire responses in accordance with the above-mentioned PCN methodology within 15 days of the publication of this Notification. No further extension of time will be granted by the Authority to file the questionnaire responses, as the anti-dumping investigations are time-bound.
