Subject: - Final PCN methodology - Anti-dumping investigation concerning imports of

“Stainless-Steel Seamless Tubes and Pipes” originating in or exported from China PR

With reference to the subject investigation, all interested parties were requested to offer their comments on appropriateness of the PCN system on finish / process, grade of steel used, outer diameter and wall thickness.

Having regard to the comments received from the interested parties, the Authority has finalized the following PCN system.

For instance, hot finished pipe of 304 grade with 168.30 mm outer diameter and 0.85 mm thickness would be “H1F1”.

While 4 broad categories of PCNs as above are being proposed, the option of filing even further sub-product types under each PCN category is being provided to enable the exporters to have the benefit of apple-to-apple comparison for dumping margins provided it is evidenced by data of both domestic and export sales.

4. In view of the above, you are now requested to file Questionnaire responses in accordance with the above PCN-methodology by 30th December, 2021. No further extension of time will be given by the Authority to file the questionnaire responses.

5. Further, it is clarified that square, rectangular or triangular pipes are excluded from the scope of product under consideration.

6. This issues with the approval of the Designated Authority.
