Subject: Scope of the product under consideration (PUC) and the product control

number (PCN) methodology for filing of questionnaire response in the anti-dumping investigation concerning imports of “Thermoplastic polyurethane (TPU)–based Surface/Paint Protection Film” originating in or exported from China PR-reg

  1. Reference is invited to the above-cited subject. The Authority had on 16th June 2025, initiated the subject anti-dumping investigation vide notification having no- F. No. 6/17/2025-DGTR, wherein the product under consideration (hereinafter referred to as “PUC”) was defined and an excerpt of the same is as under:
    “3. The product under consideration is "Thermoplastic polyurethane (TPU)-based Surface/Paint Protection Film". Paint protection film ('PPF') can be manufactured using thermoplastic polyurethane ('TPU') or polyvinyl chloride ('PVC'). The PUC for the purpose of this anti-dumping application is Surface/Paint Protection Film manufactured using TPU.

  2. The product under consideration is a transparent or coloured, flexible and self- healing polymeric film applied to the exterior surfaces of an artifact or of a vehicle, to protect the surface/paint from chips, scratches, road debris and other forms of damages. It acts as a protective layer that absorbs impacts and prevents damage to the original painted surface.”

  3. The interested parties were advised to provide their comments on the scope of the product under consideration within 15 days from date of receiving intimation letters regarding the said investigation. The deadline was further extended till 5th July 2025 upon request of interested parties.

  4. Comments and proposals by interested parties were received and after examining all submissions made, the Authority has decided not to modify the scope of product under consideration. The scope of product under consideration remains the same as notified in the initiation notification.

  5. It is clarified that base TPU film is not the part of the scope of PUC as it is raw material of the same. The Designated Authority shall consider appropriately all duly substantiated request for exclusion of any product presently falling within the scope of the product under consideration, during the course of the present investigation. The interested parties should fully support their requests for exclusion with verifiable documentary evidence.

  6. Further, comments and submissions were received from various interested parties on the product control numbers (PCN) methodology. Accordingly, the Authority adopts the following PCN methodology:

  7. All the interested parties are directed to file their questionnaire responses based on the above scope of product under consideration and PCN methodology within 30 days from the date of issue of this circular.

  8. This issues with the approval of the Designated Authority.
