Subject: Mandatory Filing of Sea Cargo Manifest and Transhipment

Regulations (SCMTR)– Reg.

Attention of all Shipping Lines, Shipping Agents, Freight Forwarders, Custodians, Importers, Exporters, Customs Brokers and other stakeholders is invited to the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018 and the letter issued by the Directorate General of Systems & Data Management vide F. No. DGSYS/APP/ICES/GEN/3/2024 dated 09.06.2026 regarding mandatory filing of Sea Cargo Manifest and Transhipment Regulations. 2. The SCMTR system has been introduced to streamline maritime trade processes, enhance cargo visibility and ensure advanced risk management. It has been observed that despite guidelines and the parallel run phase, it has been observed that a significant volume of manifest and transhipment filings continues to be routed through the Supplementary IGM/EGM process. This dual-system operation dilutes data integrity, creates administrative redundancies, and delays the ultimate sunsetting of legacy modules.

  1. In this regard, all stakeholders are informed that the facility for filing Supplementary IGM/EGM shall be disabled in a phased manner as communicated by DG Systems. As per the list circulated by DG Systems, Old Mundra Port (INOMU1) falls in the category of ports having SCMTR filing of 95% or above, accordingly, the Supplementary IGM/EGM filing facility for this port shall be disabled with effect from 16.06.2026.

Similarly, Mundra Port (INMUN1) falls in the category of ports having SCMTR filing below 95%, accordingly, the Supplementary IGM/EGM filing facility for this port shall be disabled with effect from 30.06.2026.

  1. In view of the above, all Shipping Lines, Shipping Agents and other stakeholders operating through Mundra Customs are advised to ensure compliance with the SCMTR framework. Further, it is informed that continued reliance by the trade on the Supplementary IGM/EGM process may lead to processing delays, for them.

  2. Any difficulty faced in implementation of the SCMTR module may be brought to the notice of the Deputy/Assistant Commissioner (MCD), Custom House, Mundra for necessary assistance.

  3. This issues with the approval of the Commissioner.
