Subject: Submission of Compliance for lmported/manufactured Hair Color Cosmetics

Products as per Cosmetics Rules, 2020 and applicable BIS Standards - Reg. Hair Color cosmetic products are intended to alter, enhance or restore the colour of hair through the use of various dyeing/coloring ingredients. The said cosmetics products are required to comply with the requirements specified under the Bureau of lndian Standards specifications lS 4707 (Part I & Parl 2), lS 8481 and labelling requirements as prescribed under Rule 34 and Rule 37 of the Drugs and Cosmetics Act, 1940 and the Cosmetics Rules, 2020 made there under. lS 4707 (Part 1 ) Classification for Cosmetic Raw Materials and Adjuncts provides for GRAS (Generally Recognized as Safe) list for colourants and lS 4707 (Paft2) Classification of Cosmetic Raw Materials and Adjuncts provides list of GNRAS (Generally Not Recognized as Safe) and Restricted lngredients' The requirements relating to permissible hair dye ingredients, restrictions on use of hair dye substances' declaration of ingredients, directions for use, mandatory caution/warning statements, patch test instructions and other labelling requirements are prescribed under the said rules and applicable BIS standards including lS 4707 (Part 1 and Part 2) and lS 8481. All the importers/manufacturers are required to ensure compliance with the said standards. Changes/revisions to the label, product composition and product quality specifications shall be reported to the Central/State Licensing Authority as the case may be under the provisions of Rule 15 (2) and Rule 26 (k) of the Cosmetics Rules, 2020.
