Subject: Finalization of scope of PUC and PCN methodology in the Anti-Dumping Duty

investigation concerning imports of Faced Glass Wool originating in or exported from Egypt.

Attention of all the interested parties is invited to the above-mentioned investigation initiated vide initiation notification No. 6/18/2025-DGTR dated 16th June, 2025. Whereby, the interested parties were granted an opportunity to present their comments on the scope of the product under consideration (PUC), and product control number (PCN) methodology, within a period of 15 days. The timelines were extended till July 10, 2025, on request received from the interested parties.

The Authority has received comments from various interested parties on the scope of the PUC and PCN methodology within the prescribed time limits. After examining the comments/ submissions submitted by interested parties, the Authority notes that the interested parties requested certain clarifications in the product under consideration. The Domestic Industry has also provided the reply to the said clarification.

Based on the analysis of the responses, the PUC stands revised as under for the purpose of present investigation:

“Faced Glass Wool in Rolls” also referred as Fiberglass Wool (Insulation Material) or Resin Bonded Glass Wool and excludes "Faced Glasswool in flat / tabular form" such as tiles, sheets or boards and Glass Wool Acoustical Ceiling Tiles

In relation to the request for considering separate PCN for V-FSK Folded facing, it is noted that the same is already covered under any other type of facing under the PCN i.e., “Any other (corresponding PCN number is 12)”. It is therefore, decided that there is no requirement of any change in the PCN methodology in the present investigation. Therefore, the scope of the PCN methodology is considered same as defined in the initiation notification.

Accordingly, all interested parties are requested to file their respective questionnaire responses within 30 days from the date of this notification. As trade remedial investigations are time-bound in nature, no further extension of time will be granted to file the questionnaire responses in the captioned subject matter.

This issues with the approval of the Designated Authority.
